SCH CD-CRIMINAL HISTORY CHECK

Amends the School Code. Provides that the requirement that a student teacher undergo a criminal history records check, a Statewide Sex Offender Database check, and a Statewide Murderer and Violent Offender Against Youth Database check does not apply to a student teacher who is already employed by a non-public school or school district as a non-licensed staff member and has already undergone such checks for that school or school district.

VEH CD-DRIVING WHILE REVOKED

Amends the Illinois Vehicle Code. Requires a minimum term of imprisonment of 10 consecutive days if a person is convicted of driving on a revoked or suspended license for driving under the influence or a statutory summary suspension, while there is any amount of alcohol or illegal drug in his or her breath, blood, or urine.

SEX TRAFFICKING-OCCUP LICENSE

Amends the Predator Accountability Act, the Massage Licensing Act, and the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985. Provides legislative findings on the connection between sex trafficking and licensed massage therapists and nail technicians. Adds a provision prohibiting a person or entity from hiring or continuing to employ a licensed massage therapist or licensed nail technician if the person or entity has employed one or more individuals licensed as massage therapists or nail technicians who, during their period of employment by the person or entity, were victims of the sex trade or were convicted of specified crimes and where the employing person or entity recruits, profits from, or maintains the victim in any sex trade act, intentionally abuses, as defined in the Illinois Domestic Violence Act of 1986, or causes bodily harm, as defined in the Criminal Code of 2012, to the victim in any sex trade act, or knowingly advertises or publishes advertisements for purposes of recruitment into sex trade activity. Provides penalties for failure to comply with the provisions. Provides that provisions concerning prohibiting double recovery do not apply to actions in provisions concerning massage therapists and nail technicians. Makes conforming changes to the Massage Licensing Act and the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985.

SCH CD-ACTUAL PUPIL ATTENDANCE

Amends the School Code to make changes concerning the length of a school term. Increases the days of actual pupil attendance from 176 days to 181 days. Removes a provision concerning the 1980-1981 school year. With respect to a full-year calendar, increases the days of actual pupil attendance from 180 days to 183 days. Makes related changes.

DCFS-CONFIRMATION DRUG TEST

Amends the Children and Family Services Act. Provides that any parent or guardian who tests positive for the presence of a drug or drugs in his or her system during a drug screen test administered as part of a safety plan shall have the opportunity to make a written request to the Department of Children and Family Services for a confirmation drug test to be performed on the parent or guardian. Requires the Department to provide written instructions on how to request and receive a confirmation drug test to all parents or guardians who test positive during a drug screen test administered as part of a safety plan. Grants the Department rulemaking authority.

ABORTION-LIMITATIONS

Amends the Illinois Abortion Law of 1975. Provides that a person may not perform an abortion of a fetus solely because of the fetus's race, color, national origin, ancestry, sex, or diagnosis or potential diagnosis of the fetus having Down syndrome or any other disability. Provides that at least 18 hours before an abortion is performed on a pregnant woman whose fetus is diagnosed with a lethal fetal anomaly, the physician who will perform the abortion shall: (1) orally and in person, inform the pregnant woman of the availability of perinatal hospice services; and (2) provide the pregnant woman copies of the perinatal hospice brochure developed by the Department of Public Health and the list of perinatal hospice providers and programs by printing the perinatal hospice brochure and list of perinatal hospice providers from the Department's Internet web site. Provides that the Department shall adopt rules within 90 days after the effective date of the amendatory Act to implement these provisions. Provides that the report of abortions submitted to the Department shall include the gender of the fetus, if detectable; and whether the fetus has been diagnosed with or has a potential diagnosis of having Down syndrome or any other disability. Provides that a person who knowingly or intentionally performs an abortion in violation of these provisions may be subject to: (1) disciplinary sanctions under the Medical Practice Act of 1987; and (2) civil liability for wrongful death. Amends the Medical Practice Act of 1987 to make conforming changes. Amends the Illinois Human Rights Act. Provides that it is unlawful discrimination under the Act to perform an abortion solely because of the race, color, sex, disability, national origin, or ancestry of the fetus. Effective immediately.

CRIM LAW-CLOUD COMPUTING

Amends the Criminal Code of 2012. Expands the definition of "computer" to include equipment of cloud-based networks of remote servers hosted on the Internet to store, manage, and process data. Makes the definition of "computer" apply to multiple provisions under the computer fraud subdivision of the Code.

EARLY VOTING-GOOD FRIDAY

Amends the Election Code. Provides that an election authority may close an early voting place on Good Friday, Holy Saturday, and Easter Sunday, provided that the early voting place remains open 2 hours later on the 3 days immediately preceding Good Friday. Provides that the election authority shall notify the State Board of Elections of any closure and shall provide notice to the public of the closure and the extended hours during the final week.
