Amends the Eminent Domain Act. Provides that quick-take proceedings may be used for a period of no longer than one year from the effective date by McHenry County for the acquisition of described property for the purpose of public improvements to serve McHenry County. Provides that quick-take proceedings may be used for a period of no longer than one year from the effective date by Madison County for the acquisition of described property for the purpose of public improvements to County Highway 52 in Madison County. Effective immediately.

Amends the Illinois Income Tax Act. Provides that each taxpayer that is engaged in the business of manufacturing renewable fuels is entitled to a credit in an amount equal to 1% of the basis of qualified property that (i) is used for the production of renewable fuels and (ii) is placed in service by the taxpayer during the taxable year. Provides that the credit may be carried forward for a period of 5 years and is exempt from the Act's automatic sunset provisions. Effective immediately.
Creates the Ultrasound Opportunity Act. Sets forth legislative findings and definitions. Provides that at any facility where abortions are performed, the physician who is to perform the abortion, the referring physician, or another qualified person working in conjunction with either physician shall offer any woman seeking an abortion after 7 weeks of gestation an opportunity to receive and view an active ultrasound of her unborn child by someone qualified to perform ultrasounds at the facility, or at a facility listed in a listing of local ultrasound providers provided by the facility, prior to the woman having any part of an abortion performed or induced, and prior to the administration of any anesthesia or medication in preparation for the abortion. Provides that the Department of Public Health shall prepare and make available a reporting form, to be submitted by each abortion facility to the Department annually. Provides that the requirements of the Act shall not apply when, in the medical judgment of the physician performing or inducing the abortion, there exists a medical emergency. Contains a severability provision.
Amends the Household Hazardous Waste Collection Program Act. Provides that the Illinois Environmental Protection Agency shall implement the Household Hazardous Waste Collection Program in a manner that is geographically equitable to all residents of this State. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for a person to impose a surcharge upon a consumer who elects to pay by use of a credit card instead of making payment by cash, check, or similar means of payment. Effective immediately.
Amends the Illinois Income Tax Act. Creates a tax credit for each individual taxpayer who adopts a child during the taxable year in an amount equal to certain nonrecurring adoption expenses incurred by the taxpayer in connection with that adoption. Provides that the credit may not exceed $4,000 per child. Provides that the credit is exempt from the Act's automatic sunset provision. Effective immediately.
Amends the Boat Registration and Safety Act. Provides that the owner of a boat livery, or his agent or employee, shall not rent a watercraft to a person without requiring that person to watch a boating safety video approved by the Department of Natural Resources. The person renting the watercraft must sign and date a form acknowledging that he or she watched the boating safety video and understood its contents. The owner of the boat livery shall keep these forms on file for one year from the date of the signature, and provide these forms to the Department of Natural Resources for inspection upon request. Requires the Department to provide access to approved boating safety videos to licensed boat liveries.
Amends the Higher Education Student Assistance Act. With respect to Illinois Veteran grants and Illinois National Guard and Naval Militia grants, provides that a person who otherwise qualifies for a grant may relinquish his or her entitlement to the grant and instead transfer that entitlement to his or her spouse, natural child, legally adopted child, or step-child. Effective July 1, 2013.
Creates the State Board and Commission Salary and Health Benefit Revocation Act. Provides that a member of a board or commission shall not receive, for service on that board or commission, an annual salary or per diem totaling more than the $20,000. Provides that a member of a board or commission shall not receive any health benefits for service on a board or commission. Effective immediately.
Amends the Illinois Income Tax Act. Provides that no net loss carryover deduction shall exceed $100,000 for any taxable year ending on or after December 31, 2012 and prior to December 31, 2013 (instead of December 31, 2014). Effective immediately.
