Amends the General Assembly Organization Act. Makes a technical change in a Section concerning the deposit of books, bills, documents, and papers with the Secretary of State.

Amends the Illinois Income Tax Act. Creates an income tax checkoff to allow taxpayers to make contributions to Special Olympics Illinois and Special Children's Charities. Effective immediately.
Creates the Ultrasound Opportunity Act. Sets forth legislative findings and definitions. Provides that at any facility where abortions are performed, the physician who is to perform the abortion, the referring physician, or another qualified person working in conjunction with either physician shall offer any woman seeking an abortion after 8 weeks of gestation an opportunity to receive and view an active ultrasound of her unborn child by someone qualified to perform ultrasounds at the facility, or at a facility listed in a listing of local ultrasound providers provided by the facility, prior to the woman having any part of an abortion performed or induced and prior to the administration of any anesthesia or medication in preparation for the abortion. Provides that the requirements of the Act shall not apply when, in the medical judgment of the physician performing or inducing the abortion, there exists a medical emergency. Contains a severability provision. Effective immediately.
Creates the College Admission Inquiries Act. Provides that during the admission decision-making process, a college (defined as an institution of higher education authorized to confer degrees in this State) may not inquire about arrests that did not result in a criminal conviction and criminal convictions that have been sealed or expunged or make any inquiry or consider information about any arrest or criminal accusation of an individual that was followed by a termination of that criminal action or proceeding in favor of the individual. Provides that a college may not make any inquiry or consider information about an individual's past criminal conviction or convictions at any time during the admission decision-making process. Provides that after an individual has been admitted as a student, a college may make inquiries about and consider information about the individual's past criminal conviction history for the purpose of offering support counseling and services. Provides that a college may also make inquiries about and consider information about the individual's past criminal conviction history for the purpose of making decisions about participation in activities and aspects of campus life associated with the individual's status as a student. Provides that a college may not use the information to rescind an offer of admission. Provides that a college is not required to make inquiries into or consider an individual's criminal conviction history for any reason. Effective immediately.
Amends the Massage Licensing Act. Provides that the Department of Financial and Professional Regulation shall issue each massage therapist an identification card. Provides that the identification card shall contain certain information. Provides that the Department shall use a licensee's digital photograph and signature from his or her Illinois driver's license or Illinois Identification Card. Provides that licenses issued under the Act shall include the licensee's name, license number, and photograph, as well as the date of expiration of the license. Provides that the Secretary of State shall allow the Department access to the photograph and signature of the licensee for the purpose of identifying the licensee and issued to the licensee an identification card and that a license holder may request a religious exemption to the photograph requirement. Provides that any person who forges or materially alters an identification card or who counterfeits an identification card, who knowingly possesses a forged or materially altered identification card with knowledge it is counterfeit, or who knowingly aids, abets, assists, procures, advises, employs, or contracts with any person who knowingly possesses a forged or materially altered identification card commits a Class 2 felony. Provides that no massage therapist may practice his or her profession under the Act without having in his or her possession an identification card. Requires massage therapists to display the new license after receiving the license from the Department. Amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985 to make similar changes for nail technicians. Effective immediately.
Amends the Safe Pharmaceutical Disposal Act. Provides that pharmaceuticals disposed of under the Act may be destroyed in a drug destruction device. Amends the Environmental Protection Act. Expands the definition of "drug evidence" to include any used, expired, or unwanted pharmaceuticals collected under the Safe Pharmaceutical Disposal Act. Makes other changes. Effective immediately.
Amends the Fireworks Regulation Act of Illinois. Makes a technical change in a Section concerning violations of the Act.
Amends the Juvenile Court Act of 1987. Provides that whenever a person has been arrested, charged, or adjudicated delinquent for an incident occurring before his or her 18th birthday that if committed by an adult would be an offense, the person may petition the court at any time for expungement of law enforcement records and juvenile court records relating to the incident and upon termination of all juvenile court proceedings relating to that incident, the court shall order the expungement of all records in the possession of the Department of State Police, the clerk of the circuit court, and law enforcement agencies relating to the incident, but only in any of the following circumstances: (1) the minor was arrested and no petition for delinquency was filed with the clerk of the circuit court; (2) the minor was charged with an offense and the petition or petitions were dismissed without a finding of delinquency; (3) the minor was charged with an offense and was found not delinquent of that offense; (4) the minor was placed under supervision, and the order of supervision has since been successfully terminated; or (5) the minor was adjudicated for an offense which would be a Class B misdemeanor, Class C misdemeanor, or a petty or business offense if committed by an adult. Provides that no objection may be filed to a petition under this provision.
Amends the Sanitary District Act of 1917. Provides that the Round Lake Sanitary District may dissolve itself upon entering into an agreement with Lake County to assume all of the District's assets and responsibilities. Provides that upon dissolution, the county board of Lake County shall assume the statutory powers of the former District. Requires Lake County to notify the Illinois Environmental Protection Agency of the dissolution and agreement within the 60 days following the effective date of such dissolution. Amends the Sanitary District Act of 1936. Provides that Lake County may dissolve the Fox Lake Hills Sanitary District and assume all of the District's assets and responsibilities upon passage of a specified resolution. Provides that upon dissolution, the county board of Lake County shall assume the statutory powers of the former District. Requires Lake County to notify the Illinois Environmental Protection Agency of the dissolution within the 60 days following its effective date. Effective immediately.
