Amends the Property Tax Code. Provides that the assessed value of homestead property may not be increased, except for improvements made to the property, over the value of that property in the preceding assessment year by an amount that exceeds the lesser of 3% or the percentage increase in the Consumer Price Index during the 12-month calendar year preceding the current assessment year. Effective immediately.

Amends the Illinois Prescription Drug Discount Program Act. In provisions concerning eligibility for the program, deletes the requirement that an applicant must have household income equal to or less than 300% of the Federal Poverty Level. Effective immediately.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning standards of payment of skilled nursing and intermediate care services.
Creates the Prescription Drug Counterfeit Protection Act. Contains only a short title Section.
Amends the Pharmacy Practice Act of 1987. Provides for the registration of foreign mail-order pharmacies as nonresident pharmacies if specified disclosures and certifications are provided and the pharmacies are located in a foreign country, state or province whose pharmacy laws and regulations have been determined by the Department of Financial and Professional Regulation to be substantially similar to those of the State of Illinois and whose regulatory scheme for approval and quality control of prescription drugs has been found by the Department to be substantially equivalent to that of the State of Illinois and the federal government. Effective immediately.
Creates the Land Conveyance Act of 2006. Contains only a short title provision.
Amends the Mental Health and Developmental Disabilities Code. Adds persons included within the definition of "person subject to involuntary admission", including: (1) a person with mental illness who, because of the nature of his or her illness, is unable to understand his or her need for treatment and who, if not treated, is at risk of suffering or continuing to suffer mental deterioration or emotional deterioration, or both, to the point that the person is at risk of engaging in dangerous conduct; and (2) a person who has been adjudged to be subject to authorized involuntary treatment and with respect to whom (A) outpatient treatment has been shown to be ineffective because the person is unable or unwilling to comply with his or her treatment plan and (B) inpatient admission is likely to be effective in implementing the person's treatment plan and is otherwise in the person's best interests. Provides that at any time before the conclusion of a hearing on involuntary admission and the entry of the court's findings, a respondent may enter into an agreement to be subject to an order for alternative treatment or care and custody, if certain conditions are met. Provides that an agreed order for care and custody may grant the custodian the authority to admit a respondent to a hospital if the respondent fails to comply with the conditions of the agreed order. Provides that an agreed order for alternative treatment or care and custody does not constitute a finding that the respondent is a person subject to involuntary admission. Provides that a respondent may not be cited for contempt for violating the terms and conditions of his or her agreed order for care and custody. Makes other changes.
Amends the Election Code, the Township Code, and the School Code. Changes references from "committeeman" or "committeemen" and "committeewoman" or "committeewomen" to "committeeperson", "committeepersons", "committeeperson of male gender", "committeeperson of female gender", "committeepersons of male gender", or "committeepersons of female gender".
Amends the Consumer Fraud and Deceptive Business Practices Act. Requires the owner of a movie theatre to post, for each movie shown in his or her theatre, the separate start times for the movie trailers and the actual movie.
Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Creates a tax exemption under the Acts for fuel and petroleum products sold to or used by an air common carrier, certified by the carrier to be used for consumption, shipment, or storage in the conduct of its business as an air common carrier, if, during the current State fiscal year, the carrier has paid an aggregate amount of at least $15,000,000 under the taxes imposed on the purchase or use of fuel and petroleum products under the Acts. Effective immediately.
