Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning tourism.

Amends the Nursing and Advanced Practice Nursing Act. Makes a technical change in a Section concerning social security numbers on license applications.
Amends the State Officials and Employees Ethics Act. Prohibits a public service announcement on behalf of a State administered program that contains the proper name, image, or voice of a State executive branch constitutional officer or legislator from being displayed on a billboard or electronic message board, used as part of a pre-recorded telephonic message, or otherwise used in any non-live message in any medium. Prohibits promotional items on behalf of a State administered program that contain the proper name or image of a State executive branch constitutional officer or legislator on any billboard (now, any commercial billboard) if designed, paid for, prepared, or distributed using public dollars and removes the exemption for items that are in furtherance of the person's official State duties or governmental and public service functions.
Amends the Governor Succession Act. Makes a technical change in a Section concerning the line of succession for the office of Governor.
Amends the Criminal Code of 1961. Provides that a person also commits an aggravated assault, when, in committing an assault, he or she holds a loaded firearm to an individual's head in a threatening manner. Provides that a violation is a Class 4 felony.
Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Provides that, for persons dying after June 30, 2007 (now, December 31, 2009), the "State tax credit" is the amount of the federal credit for state tax allowable under the Internal Revenue Code. Effective immediately.
Amends the Senior Citizens Real Estate Tax Deferral Act. Makes a technical change in a Section concerning the short title.
Creates the Vehicle Emissions Act. Provides that the Environmental Protection Agency shall adopt and implement emission standards for new vehicles that are 2009 model-year or later for the control of emissions. Sets out a vehicle and engine certification program administered by the Agency. Prohibits the sale or registration in the State of certain vehicles that fail to meet the emission standards of the Act. Sets out special standards for vehicles with on board diagnostic systems. Sets out the procedure for a vehicle manufacturer to appeal the Agency standards. Authorizes the Agency to adopt emission standards for certain motorcycles registered or identified by the Secretary of State. Provides for the certification of school busses. Amends the Illinois Vehicle Code. Provides that nothing in the Chapter 13B of the Code, concerning emission inspection, shall limit the authority of the Agency under the Act. Contains other provisions.
Amends the Truth in Taxation Law in the Property Tax Code. Requires that the cost of legal services to be incurred with respect to conducting referenda and to issuing bonded debt must be disclosed in notices and at hearings. Deletes a provision that any notice that includes any nonspecified information is invalid.
Amends the Township Code. Changes the definition of inoperable vehicle to include certain motor vehicles that are incapable of being lawfully driven on the highway under their own motor power (now, includes certain motor vehicle that are incapable of being driven under their own motor power). Provides that the definition of inoperable vehicle includes abandoned, discarded, dismantled, and unlicensed vehicles. Effective immediately.
