Amends the Premises Liability Act. Provides that whether a condition is open and obvious may be considered by the trier of fact only in assessing the degree of comparative fault, if any, and shall not be considered with respect to any other issue of law or fact, including duty.
Creates the Health Care Cost Estimate Act and amends the Illinois Insurance Code. Provides that prior to an admission, procedure, or service and upon request by a patient or prospective patient, a health care provider shall, within 2 working days, disclose the allowed amount or charge of the admission, procedure, or service. Provides that if the health care provider is unable to quote a specific amount in advance, the health care provider shall disclose the estimated maximum allowed amount or charge for the proposed admission, procedure, or service. Requires every company that issues, delivers, amends, or renews any individual or group policy of accident and health insurance to establish a toll-free telephone number and Internet website that enables consumers to request and obtain from the company, in real time, the estimated or maximum allowed amount or charge for a proposed admission, procedure, or service and the estimated amount the insured will be responsible to pay for a proposed admission, procedure, or service that is a covered benefit, based on the information available to the company at the time the request is made. Provides that if a patient or prospective patient is covered by a health insurance policy, a health care provider who participates as a network provider under the patient's or prospective patient's health insurance policy shall, upon request of the patient or prospective patient, provide, based on the information available to the health care provider at the time of the request, sufficient information regarding the proposed admission, procedure or service for the patient or prospective patient to use the applicable toll-free telephone number and Internet website of the provider of the health insurance policy.
Amends the Railroad Incorporation Act. Makes a technical change in a provision concerning articles of incorporation.
Amends the Illinois Insurance Code. Makes a technical change in a Section concerning the short title.
Amends the Lobbyist Registration Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Vehicle Code and creates a new Chapter on autonomous vehicles. Defines the terms, "autonomous technology", "autonomous vehicle", "Secretary", "operator", and "manufacturer". Provides for the operation of autonomous vehicles on public roads for testing purposes. Provides that an autonomous vehicle shall not be driven for other than testing purposes unless the manufacturer submits an application meeting certain requirements, and that application is approved by the Secretary of State. Requires the Secretary to adopt regulations setting forth requirements for the submission of evidence of insurance, surety bond, or self-insurance, and the submission and approval of an application to operate an autonomous vehicle. Provides that the Secretary shall approve an application if the applicant has submitted all information and completed testing necessary to satisfy the Secretary that the autonomous vehicles are safe to operate on public roads and the applicant has complied with all requirements specified in the regulations adopted by the Secretary. Allows the Secretary to establish additional requirements by the adoption of regulations that he or she deems necessary to ensure the safe operation of autonomous vehicles on public roads. Allows the Secretary to promulgate regulations to assess a fee upon a manufacturer that submits an application to operate autonomous vehicles on public roads in an amount necessary to recover all costs reasonably incurred by the Secretary.
Creates the FY2016 and FY2017 Budget Implementation (Revenue) Act. Creates the Illinois Business and Economic Development Corporation Act. Authorizes the Department of Commerce and Economic Opportunity to incorporate the Illinois Business and Economic Development Corporation as a not-for-profit corporation. Creates the Health Insurance Claims Assessment Act. Imposes an assessment of 1% on claims paid by a health insurance carrier or third-party administrator. Provides that the moneys received and collected under the Act shall be deposited into the Healthcare Provider Relief Fund. Repeals the New Markets Development Program Act on July 1, 2016. Amends the Illinois Income Tax Act. Makes changes concerning: the apportionment of business income for persons other than residents; the bonus depreciation deduction for property acquired by a small business; the research and development credit; and transfers into the Local Government Distributive Fund. Amends the Tax Delinquency Amnesty Act. Provides for an amnesty period beginning October 1, 2016 and ending November 8, 2016. Amends the Limited Liability Company Act. Reduces certain fees. Eliminates stipends for various local and county officers. Amends various Acts to eliminate compensation and expense reimbursement for certain boards and commissions. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the rail carrier and rolling stock exemptions sunset on June 30, 2016. Makes changes concerning gasohol. Makes changes concerning the Public Aid Code. Amends the Unified Code of Corrections. Makes changes concerning staffing. Effective immediately.
Amends the Local Governmental and Governmental Employees Tort Immunity Act. Makes a technical change in the short title Section.
Amends the Illinois Wage Payment and Collection Act. Provides that an employer that is able to pay wages and who refuses to pay is guilty of a Class 4 felony (rather than a misdemeanor). Provides that a subsequent failure to pay within 5 (rather than 2) years of a prior conviction is a Class 3 (rather than Class 4) felony.
