Amends the Illinois State Auditing Act. Requires the Office of the Auditor General to operate a toll-free telephone hot line for the public to report allegations of fraud in the executive branch of State government. Authorizes the Office to conduct audits concerning alleged fraud and to refer allegations of fraud to the appropriate law enforcement authority or other governmental entity with jurisdiction over the alleged fraud. Effective immediately.

Amends the School Code. Provides that upon request of a school, school district, community college district, or private school, any information obtained by a school district pursuant to provisions concerning criminal history records checks and checks of the Statewide Sex Offender Database and Statewide Child Murderer and Violent Offender Against Youth Database within the last 5 years must be made available to that school, school district, community college district, or private school.
Amends the Criminal Code of 1961. Provides that a person commits forgery when, with intent to defraud, he or she knowingly makes a false document or alters any document to make it false and that document is apparently capable of defrauding another (rather than knowingly makes or alters a document apparently capable of defrauding another in such manner that it purports to have been made by another or at another time, or with different provisions, or by authority of one who did not give such authority). Defines "false document" or "document that is false" to include a document whose contents are false in some material way, or that purports to have been made by another or at another time, or with different provisions, or by authority of one who did not give such authority.
Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 3% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Provides that the Treasurer may solicit proposals from entities to manage and be the General Partner of Technology Development Account IIb, a separate fund consisting of investments from private sector investors that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.
Amends the Determination and Enforcement of Support Responsibility of Relatives Article of the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services may provide by rule for certification to the Department of Health and Human Services of past due support owed under a support order entered in this or any other State on behalf of resident or non-resident persons. Provides that the purpose of certification shall be to effect denial, revocation, restriction, or limitation of passports of responsible relatives owing past due support. Provides that notwithstanding any other State or local law to the contrary, a lien arises by operation of law against the real and personal property of the noncustodial parent for each installment of overdue support owed by the noncustodial parent. Makes similar changes to the Illinois Marriage and Dissolution of Marriage Act, the Non-Support Punishment Act, and the Illinois Parentage Act of 1984. Effective immediately.
Amends the Criminal Code of 1961. Provides that any order of probation or conditional discharge entered following a conviction or an adjudication of delinquency for hate crime shall include a condition that the offender enroll in an educational program discouraging hate crimes if the offender caused criminal damage to property consisting of religious fixtures, objects, or decorations. Provides that the educational program may be administered, as determined by the court, by a university, college, community college, non-profit organization, or the Holocaust and Genocide Commission. Effective January 1, 2012.
Amends the Downstate Police and Downstate Firefighter Articles of the Illinois Pension Code. Allows the corporate authorities of a municipality, by resolution or ordinance, to dissolve the downstate police or firefighter pension funds established by the municipality if an independent auditor has certified to the authorities that the funds have no liabilities, participants, or beneficiaries entitled to benefits. Requires the corporate authorities of the municipality to reestablish those funds if a police officer or firefighter of the municipality seeks to establish service credit in the fund or if reestablishment of the fund is required upon a former police officer or firefighter's reinstatement of creditable service. Suspends the duty of the corporate authorities of a municipality to establish and administer a downstate police or firefighter pension fund while the fund is dissolved. Requires the Public Pension Division of the Department of Insurance to adopt corresponding procedural rules.
Amends the Attorney General Act. Provides that upon receipt by the State from the Secretary of the United States Department of Health and Human Services, the Office of the Attorney General shall post on its website the report required under the federal Patient Protection and Affordable Care Act containing a summary of information submitted by manufacturers and group purchasing organizations to the Secretary pursuant to the federal law. Requires the Office of the Attorney General to post the report by September 30, 2013 and by June 30 of each calendar year thereafter, or as soon as possible after the State receives the report from the Secretary, whichever occurs first. Effective immediately.
Amends the Public Building Commission Act. Makes a technical change to a Section concerning the short title.
Amends the State Officials and Employees Ethics Act. Prohibits a public service announcement on behalf of a State administered program that contains the proper name, image, or voice of a State executive branch constitutional officer or legislator from being displayed on a billboard or electronic message board. Effective immediately.
