Amends the Criminal Code of 1961. Provides that it is a Class 4 felony for a parent, legal guardian, or caretaker of a child under 13 years of age to knowingly or recklessly fail to report the child as missing to a law enforcement agency in a timely manner if the parent, legal guardian, or caretaker reasonably should have known that the child is in danger. Provides that a parent, legal guardian, or caretaker of a child under 13 years of age must report the death of the child to the medical examiner or coroner of the county where the child's corpse was found if the parent, legal guardian, or caretaker reasonably believes that the death of the child was caused by a homicide, accident, or other suspicious circumstance. Provides that it is a Class 4 felony for a parent, legal guardian, or caretaker of a child under 13 years of age to report false information to a law enforcement agency, medical examiner, coroner, State's Attorney, or other governmental agency during an investigation of the disappearance or death of such child.

Amends the Department of Human Services Act. Makes a technical change in a Section concerning the legislative purpose of the Act.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, for all taxing districts located in whole or in part within a county with a population between 300,000 and 400,000, if the total equalized assessed value of all taxable property in the taxing district for the current levy year (excluding new property, recovered tax increment value, and property that is annexed to or disconnected from the taxing district in the current levy year) is less than the total equalized assessed value of all taxable property in the taxing district for the previous levy year, then the extension limitation is (a) 0% or (b) the rate of increase approved by voters (instead of the lesser of 5% or the percentage increase in the Consumer Price Index during the 12-month calendar year preceding the levy year or the rate of increase approved by voters). Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning mobile telecommunications services.
Amends the State Housing Act. Makes a technical change in a Section concerning the name of a housing corporation.
Amends the Illinois Income Tax Act. In a Section granting a tax credit for residential real property taxes, provides that, for tax years beginning on or after January 1, 2012, if the taxpayer qualifies for the disabled persons' homestead exemption under the Property Tax Code, then the taxpayer is entitled to a credit equal to 10% (instead of 5%) of real property taxes paid by the taxpayer during the taxable year on the qualifying property. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Exempts the credit from the Act's automatic sunset provision. Effective immediately.
Amends the Criminal Code of 1961 relating to the offense of criminal damage to property. Defines "property of another" to mean a building or other property, whether real or personal, in which a person other than the offender has an interest which the offender has no authority to defeat or impair, even though the offender may also have an interest in the building or property. Effective immediately.
Amends the Department of Human Services Act. Makes a technical change in a Section concerning the legislative purpose of the Act.
Amends the Firearm Owners Identification Card Act. Makes a technical change in a Section concerning a legislative declaration.
Amends the Counties Code. Provides that, in the first general election after reapportionment, voters in multi-member county board districts shall have cumulative voting rights. Effective immediately.
