PROBATE-FINANCIAL EXPLOITATION

Amends the Probate Act of 1975. Provides that provisions barring certain persons from receiving any property, benefit, or other interest by reason of the death of an elderly person or person with a disability apply also to persons who have been found liable for financial exploitation, abuse, or neglect of an elderly person or a person with a disability by a preponderance of evidence in a civil proceeding. Provides that a civil action against a person for financial exploitation, abuse, or neglect of an elderly person or a person with a disability may be brought after the death of the victim or during the lifetime of the victim if the victim is adjudicated disabled. Provides that the court may, in its discretion, consider such facts and circumstances as it deems appropriate to allow the person found liable for financial exploitation, abuse, or neglect of an elderly person or a person with a disability to receive a reduction in interest or benefit rather than no interest or benefit.

REHAB/REVITALIZ TAX CREDIT ACT

Amends the Service Use Tax Act. Makes a technical change concerning stating the tax as a distinct item.

CTY CD-REMOVAL OF APPOINTEES

Amends the Counties Code. Provides that a county board may by ordinance adopt a code of conduct regarding the accountability, fiscal responsibility, procurement authority, transparency, and ethical conduct of county appointees in addition to those mandated by law for and applicable to the appointees of any unit of local government. Provides that appointees appointed by a county board chairman or county executive, with or without the consent of the county board, may be removed from office for violating the code of conduct by the county board chairman or county executive with concurrence by a majority vote of the county board. Requires that reasonable notice of the violation and a hearing before the county board or its designee shall be provided to the appointee prior to the vote. Provides that appointees appointed by the county board may be removed by a majority vote of the county board for violating the code of conduct after providing the appointee with reasonable notice of the violation and a hearing before the county board or its designee.

CTA-RTA-BOARD MEMBER RESTRICT

Amends the Metropolitan Transit Authority Act. Prohibits employees and members of the Chicago Transit Board from holding any other office or employment under the Federal, State or any County or any municipal government, or any other unit of local government. Makes corresponding changes in the Regional Transportation Authority Act that apply to members serving on the Regional Transportation Authority Board and the Commuter Rail Board. Effective immediately.

DENTIST ADMINISTER VACCINES

Amends the Illinois Dental Practice Act. Adds a provision that allows dentists with the appropriate training to administer vaccinations to patients 10 years of age and older pursuant to a valid prescription or standing order of a physician. Provides that vaccinations may only be administered for influenza, hepatitis B, HPV, and shingles. Effective immediately.

RENT PAYMENT-ELECTRONIC MEANS

Provides that the amendatory Act may be referred to as the Payment Non-discrimination Act. Amends the Landlord and Tenant Act. Provides that a lessor of residential real estate may not require a lessee to use an electronic system as the only method for the payment of rent. Provides that a lessor may offer a discount in exchange for the lessee to use an electronic system to pay rent, but may not assess any fee or other charge if a lessee chooses not to use an electronic system. Provides that an agreement by a lessee in a residential dwelling that waives or modifies his or her rights under the new provisions is void and unenforceable as contrary to public policy.
