LEG LEADER TERM LMT REFERENDUM

Creates the Legislative Leader Term Limit Referendum Act. Requires the State Board of Elections to cause a statewide advisory public question to be submitted to the voters at the April 7, 2015 consolidated election asking whether there should be term limits for the offices of Speaker of the House of Representatives, President of the Senate, Minority Leader of the House of Representatives, and Minority Leader of the Senate. Provides that if the provision of the Act conflicts with any other law, the Act controls. Repeals the Act on January 1, 2016. Effective immediately.

INC TX-PROP TX CREDIT-DISABLED

Amends the Illinois Income Tax Act. In a Section granting a tax credit for residential real property taxes, provides that, for tax years beginning on or after January 1, 2013, if the taxpayer qualifies for the disabled persons' homestead exemption under the Property Tax Code, then the taxpayer is entitled to a credit equal to 10% (instead of 5%) of real property taxes paid by the taxpayer during the taxable year on the qualifying property. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Exempts the credit from the Act's automatic sunset provision. Effective immediately.

INS CD-PPO HOSP PROVIDER FEE

Amends the Illinois Insurance Code. Provides that a physician or other health care professional who provides services through a hospital that is a member of a preferred provider organization to an insured person who is admitted to the hospital and participates in the preferred provider organization may not use any fee schedule other than that set forth by the insurer for the preferred provider organization.

SENIOR TAX DEFERRAL-INTEREST

Amends the Senior Citizens Real Estate Tax Deferral Act. Provides that the rate of interest for taxes deferred on or after the effective date is 3% per year (instead of 6%). Effective immediately.

REVENUE-AUDITORS

Amends the State Finance Act, the Illinois Income Tax Act, the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, the Retailers' Occupation Tax Act, the Telecommunications Excise Tax Act, and the Telecommunications Infrastructure Maintenance Fee Act. Provides for transfers from certain special funds of the State to the Tax Compliance and Administration Fund. Provides that those moneys shall be used, subject to appropriation, to fund additional auditors and compliance personnel at the Department of Revenue. Effective on the first day of the first calendar month to occur not less than 30 days after this Act becomes law.

BANKING-REGULATION

Amends the Division of Banking Act. Authorizes the Secretary of Financial and Professional Regulation to establish a Commercial Bank Regulatory Section and a Savings Bank Regulatory Section within the Division. Amends the State Finance Act. Changes the name of the Savings and Residential Finance Regulatory Fund to the Residential Finance Regulatory Fund. Provides for expenditures from the Savings Institution Regulatory Fund and the Residential Finance Regulatory Fund related to the disposition of unclaimed property. Amends the Savings Bank Act. Provides that the Secretary may charter mutual and stock holding companies in connection with a mutual savings bank reorganization. Establishes the effect of the repeal of the Illinois Savings and Loan Act of 1985, including the regulation of entities formerly under the Illinois Savings and Loan Act as savings banks under the Savings Bank Act. Changes references from "member or shareholder" to "customer". Changes references from "Commissioner" to "Secretary". Makes changes to provisions concerning articles of incorporation, proxies, directors, access to books and records, regulations, investment in loans, loans to one borrower, mergers, conversion of an existing depository institution to a savings bank, powers of the Secretary, regulatory fees, and disclosure of reports of examinations and confidential supervisory information. Repeals the Illinois Savings and Loan Act of 1985. Makes other changes. Effective immediately.
