Amends the School Safety Drill Act. With respect to the report produced after the annual review required to be conducted by a public school district, requires the report to report any renovation or addition to a school building or a change in the floor plan, any emergency and crisis response plan, or any evacuation plan of a school building and acknowledge that there has been submission of a change in floor plans, an emergency and crisis response plan, or an evacuation plan to the local fire department, the local law enforcement agency, or other emergency responders. Provides that, within 30 days after completion of any renovation or addition to a school building or a change in the floor plan, an emergency and crisis response plan, or an evacuation plan of a school building that modifies a previously approved emergency crisis response plan at least 60 days prior to the annual review meeting required to be conducted by a public school district, the school board or its designee shall contact the local fire department, the local law enforcement agency, and other emergency responders to set up a meeting to review any changes in procedures and protocols affected by building modifications as a result of renovations, additions, or changes in floor plans, an emergency and crisis response plan, or an evacuation plan. Effective immediately.

Creates the Higher Education Employee Loan Act. Provides that if a not-for-profit higher education institution located in this State or its foundation makes a loan to an employee or contractor of either the institution or the foundation, then the annual rate of interest must be equal to the prevailing loan interest rate in effect at the time the institution or foundation approves the loan, except that the institution or its foundation may not make a loan to an employee or contractor of either the institution or the foundation for the purpose of purchasing a non-primary residence. Prohibits such an institution or foundation from forgiving a loan made to an employee or contractor of either the institution or the foundation. Requires the Board of Higher Education to adopt enforcement rules, which may include the imposition of a civil penalty. Effective immediately.
Amends the Property Tax Code. Allows the chief county assessment officer in a county with fewer than 3,000,000 inhabitants to record a tax lien against property that was granted one or more erroneous homestead exemptions. Provides that those chief county assessment officers shall include certain information concerning homestead exemptions with each assessment notice sent in a general assessment year. Provides that if, within 60 days after receiving the notice, the property owner notifies the chief county assessment officer that he or she received a homestead exemption in error in a previous assessment year and pays the principal amount of back taxes with interest, then the property owner shall not be liable for the penalties. Provides for an amnesty period beginning on the effective date of the amendatory Act and running for a period of 5 months after the effective date of the amendatory Act. Effective immediately.
Amends the Property Tax Code. With respect to the Senior Citizens Assessment Freeze Homestead Exemption, provides that, beginning in assessment year 2013, the taxpayer's household income shall be reduced by any amounts paid as Medicare premiums. Effective immediately.
Amends the Labor Dispute Act. Makes a technical change in a Section concerning the short title.
