Amends the Township Code. Makes a technical change in a Section concerning township names.

Amends the Illinois Health Facilities Planning Act. Extends the date of repeal of the Act from July 1, 2003 to July 1, 2005. Effective immediately.
Amends the Counties Code and the Illinois Municipal Code. Authorizes the county boards of certain counties to establish rules and regulations and authorizes certain municipal plan commissions and planning departments to implement a comprehensive plan by ordinance for the provision of public grounds for public libraries, fire protection districts, and township fire departments. Defines "public libraries", "fire protection districts", and "township fire departments" for the purposes of implementing ordinances regarding developer donations or impact fees. Makes the provisions of the bill applicable to all impact fees and certain development donations. Effective immediately.
Amends the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to require that coverage under those Acts include coverage for hearing aids.
Amends the Property Tax Code. Provides that, notwithstanding any other law to the contrary, for taxable years 2003 and 2004, the rate on any tax imposed under the Act may not be increased from the rate imposed in the 2002 taxable year. A school district, however, may increase property tax rates by referendum. Provides that, notwithstanding any other law to the contrary, for taxable years 2003 and 2004, the equalized assessed value of property shall be the same as the equalized assessed value of that property for the 2002 taxable year. If, however, a parcel of property is improved during taxable year 2003 or 2004, the assessment of that property shall be the assessment for the 2002 taxable year plus the increase in assessed value solely as a result of the improvement and, once the 2002 assessment is increased to reflect an improvement, the assessment for that property shall remain the same for the duration of the assessment freeze period. Effective immediately.
Amends the Criminal Code of 1961. Requires an Internet service provider or a person who services or repairs computers who has knowledge of or observes in his or her professional capacity a computer image depicting a person under 18 years of age performing certain sexual acts to report the fact to a peace officer immediately or as soon as possible. Provides that failure to report is a petty offense with a $1,000 fine.
Creates the Childhood Hunger Relief Act and amends the School Breakfast and Lunch Program Act. Requires the board of education for certain school districts to utilize available federal funding to establish a school breakfast program and a summer food service program. Provides that applications for participation in the school food programs shall be filed with the State Board of Education and information about the child's status shall be provided by the Department of Human Services upon written request. Makes changes concerning the breakfast incentive program. Effective immediately.
Creates the Prescription Drug Act. Contains only a short title provision.
Amends the Counties Code. Provides that, in counties having 75,000 to 3,000,000 inhabitants, auditing services shall be provided on a contractual basis. Makes corresponding changes.
Amends the Counties Code and the Illinois Municipal Code. Provides that certain provisions concerning the implementation of ordinances regarding the expenditure of developer donations or impact fees for public grounds for schools apply to impact fees or developer donations held before July 24, 2003 by any school district, by any county for a school district, or by any municipality for a school district. Effective immediately.
