Amends the Sexually Violent Persons Commitment Act. Defines "sexually violent offense" to include the offense of indecent solicitation of a child. Effective immediately.

Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the Offices of the Comptroller and Treasurer. Provides instead for a single Comptroller of the Treasury. Provides that the Comptroller of the Treasury shall (i) maintain the State's central fiscal accounts and order payments into and out of the funds held by him or her, (ii) be responsible for the safekeeping and investment of monies and securities deposited with him or her, and for their disbursement upon his or her order, and (iii) have the duties and powers that may be prescribed by law. No Comptroller or Treasurer shall be elected in 2010 and thereafter. Effective otherwise upon conclusion of the terms of the Comptroller and the Treasurer elected in 2006.
Creates the Child Protection Registry Act. Requires the Attorney General to establish a Child Protection Registry. Makes it unlawful for a person to initiate any commercial message or communication to any registered Contact Point if the message or communication: (i) advertises products or services that a minor child is prohibited by law from purchasing; or (ii) contains or advertises adult content or links to such content. Makes it unlawful for a person to promote or allow the promotion of a trade or business in violation of this Act. Provides that the Contact Points subject to the Child Protection Registry are electronic mail addresses, instant message identities, postal addresses, and telephone numbers. Provides that consent by a minor is not a defense for a violation of this Act. Provides that a person is not in violation of the Act if the Contact Point has been on the Registry for less than 30 days or the person reasonably relies on the Registry provided by the Attorney General. Provides that the Attorney General shall establish procedures to report violations of the Act. Contains criminal and civil penalties. Effective immediately.
Encourages the participation of the State and each public and private college or university of the State in the Midwest Student Exchange Program.
Calls on the Illinois congressional delegation to take action to review and amend the federal No Child Left Behind Act of 2001 and urges the U.S. President and Congress to fully fund the requirements of the Act.
Amends the Condominium Property Act. Provides that the Board of Managers may not make a rule or regulation that shall prohibit any reasonable accommodation for religious practices, including the attachment of religiously-mandated objects to the front door area of a condominium unit.
Amends various Acts relating to the governance of public universities in Illinois. Provides that if a person is a resident of a state that participates in the Midwest Student Exchange Program and that person is enrolled in a course of study that is unavailable at any institution of higher education in his or her state of residence, then the tuition rate for that person must not exceed 150% of the tuition rate for Illinois residents.
Amends the Illinois Prescription Drug Discount Program Act. In provisions concerning eligibility for the program, provides that to improve the efficacy of the program, the Department of Healthcare and Family Services may establish a maximum household income of more than 300% of the Federal Poverty Level by rule. Effective immediately.
Amends the Motor Fuel Sales Act. Repeals language providing that the Act does not apply to gasoline or service stations offering motor fuel for sale only at self-service islands. Requires a station that offers motor fuel for sale only at self-service islands to provide at one or more islands a calling device that allows a person with a decal, a device, or registration plates issued to a person with disabilities to request assistance in dispensing motor fuel. Sets forth requirements for the calling device and signage. Provides that the station may not impose an additional charge for the assistance in dispensing motor fuel. Sets forth circumstances under which: (i) a station is not required to provide a calling device or (ii) a station is required to provide a calling device only during certain hours. Provides that the requirements of the Act do not apply if the driver or a passenger is reasonably capable of dispensing motor fuel. Provides that a gasoline station owner who violates either of these provisions is guilty of a petty offense and subject to a fine of not less than $300 and not more than $600.
Amends the Corporate Accountability for Tax Expenditures Act. Requires the Department of Commerce and Economic Opportunity to promptly identify, on its Internet website, all recipients of economic development aid who are required to repay moneys under the recapture provisions of the Act and to set forth the reasons for the recapture. Effective immediately.
