GA COMP-LOWEST PUBLIC SALARY

Amends the General Assembly Compensation Act. Provides that, for a General Assembly member whose term of office commences on or after the effective date of the amendatory Act and who is elected to any other public office or offices on or after the effective date of the amendatory Act, the total, combined annual salary to which the member shall be entitled to receive for service as a General Assembly member and in those other capacities shall be an amount equal to the lesser of (i) the sum he or she is entitled to receive for service as a General Assembly member or (ii) the sum of the salaries he or she is entitled to receive for service in those other elected public offices. Provides for the transfer of excess amounts to the General Revenue Fund. Defines "public office".

COMMON INTEREST ASSN-DAY CARE

Amends the Common Interest Community Association Act. Provides that the operation of a licensed day care home, as defined in the Child Care Act of 1969, in a residential dwelling, is incidental to the primary residential use of the dwelling and constitutes a valid residential use for the purpose of any community instrument. Provides that a common interest community association may not prohibit the use of a residential dwelling as a day care home unless a community instrument specifically prohibits that use. Provides that a condominium, timeshare, or cooperative is exempt from the provision.

COMMON INT COMMUNITY-HOMES

Amends the Common Interest Community Association Act. Provides that notwithstanding any other provision of law, a common interest community association that contains single-family homes does not have authority over the single-family home or the property on which the single-family home is located within the association. Provides that any provision in the declaration and bylaws of the association that is contrary to the new provisions is void.

PEN CD-REIMBURSE INCARCERATION

Amends the General Provisions Article of the Illinois Pension Code. Provides that if a member or participant is receiving an annuity or pension from a pension fund or retirement system and is incarcerated within the Department of Corrections for a felony, then, after receipt of the certified cost of confinement from the Director of the Department of Corrections, the board of trustees of that pension fund or retirement system shall use the amount of the annuity or pension payment otherwise payable to that member or participant to reimburse the Department of Corrections for the cost of confinement of that participant or member, up to the amount certified by the Director of the Department of Corrections. Amends the Unified Code of Corrections. Requires the Director of the Department of Corrections to certify to the applicable pension fund or retirement system the cost of confinement for the member or participant. Amends the Code of Civil Procedure. Provides that the provisions of the Code of Civil Procedure concerning the enforcement of judgments do not preclude a pension fund or retirement system established under the Illinois Pension Code from using a member's or participant's annuity or pension to reimburse the Department of Corrections for the cost of confinement of an individual. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.

PROP TX-ABATE NEW BUSINESS

Amends the Property Tax Code. Provides that a taxing district may order the county clerk to abate any portion of its taxes on property used by a business that did not have a location in the State in the previous taxable year. Provides that the abatement may not exceed $1,000,000 for all taxing districts in any taxable year. Effective immediately.

END COMMITTEE CHAIR STIPENDS

Amends the General Assembly Compensation Act. Provides that, beginning on the second Wednesday in January, 2015, the chairmen and minority spokesmen of standing committees in the Senate and the House of Representatives shall not receive compensation for service in that capacity. Effective immediately.

PROP TX-HOMESTEAD

Amends the Property Tax Code. Provides that, for taxable years 2013 and thereafter, the maximum reduction under the Senior Citizens Homestead Exemption is $8,000, and the maximum reduction under the General Homestead Exemption is $12,000. Effective immediately.

FOIA-PUBLIC BODY DEFINITION

Amends the Freedom of Information Act. Provides that "public body" includes any State-wide organization which receives 75% or more of its funding through contributions from taxing bodies for the sake of membership or dues in order to participate in the organization's activities, including, but not limited to, educational endeavors, legislative initiatives, or a general liability insurance pool.
