Amends the School Code. Provides that if there has been an increase of over 10% in the number of students in a school district over any 2 consecutive school years, then the amount of general State aid for the next school year shall be increased by that portion of the percentage increase in the population of the school district over the 2 preceding school years that exceeds 10%. Effective July 1, 2003.
Amends the Illinois Municipal Code. Makes technical changes in a Section concerning the short title.
Amends the Illinois Act on the Aging. Requires the Department on Aging, subject to appropriation, to establish and administer a program to provide financial assistance to older Illinois residents who are the primary caregivers of family members with developmental disabilities.
Amends the School Code. Requires the State Board of Education to establish and administer a program to provide signing bonuses to teachers who contract with the State Board to teach in a public school, for a minimum of 5 consecutive school years, in a school district that has a shortage of teachers or in a subject area that has a shortage of teachers, with the State Board determining the amount of the bonus. Also requires the State Board to establish and administer a loan repayment program for teachers who contract with the State Board to teach in a public school, for a minimum of 5 consecutive school years, in a school district that has a shortage of teachers or in a subject area that has a shortage of teachers, with the State Board awarding a grant to a teacher under contract in an amount that equals 50% of the amount in higher education student loans that the person must repay that school year. Effective July 1, 2003.
Amends the Township Code. Authorizes a township board to establish a township pharmacy, upon the request of the supervisor of general assistance, by either (i) entering into contractual agreements with senior centers or (ii) using existing township offices. Requires the township pharmacy to employ at least one licensed pharmacist to supervise the facility, and requires all pharmaceuticals available through the pharmacy to have been approved by the Federal Drug Administration.
Recognizes the Susan G. Komen Foundation for its efforts to eradicate breast cancer and urges (1) citizen participation in the Penny Severns Breast and Cervical Cancer Research Fund Income Tax check-off; (2) women age 40 and older to have mammogram screenings every 1-2 years; (3) additional appropriations from the tobacco Master Settlement Agreement for breast cancer awareness and prevention; (4) additional funding by Congress for breast and cervical cancer early detection; (5) maximization of State matching dollars for breast and cervical cancer early detection; and (6) designation of one day at the State Fair as a day of recognition for Breast Cancer Awareness.
Amends the Illinois Vehicle Code. Provides that a petition for discharge filed in bankruptcy following a rendering of any judgment does not relieve the judgment debtor from any of the requirements of the Illinois Safety and Family Financial Responsibility Law.
