FOIA-911 CALLS

Amends the Freedom of Information Act. Exempts audio recordings of 911 calls from the Act's inspection and copying requirements. Exempts written transcripts of a 911 call unless the caller consents in writing and his or her consent signature is notarized. Effective immediately.

RESIDENTIAL MORTGAGE-NOTICES

Amends the Residential Mortgage License Act of 1987. Requires each foreign mortgagor to provide to the borrower, at closing, a written statement of compliance certifying (i) that the foreign mortgagor is in compliance with the Act or is an exempt person or entity under the Act and (ii) that the foreign mortgagor is in compliance with all applicable requirements of the Office of the Secretary of State in order to do business in Illinois.

PRIVATE LAKE BYLAWS ACT

Creates the Private Lake Bylaws Act. Provides that if an incorporated or unincorporated association of property owners who have the right to use a private lake that is owned by the association or the property owners adopts bylaws regulating the use of or access to the private lake, lakeshore, or associated structures, neither the bylaws nor any other instrument governing the amendment of the bylaws may require an affirmative vote of more than 65% of the property owners to amend the bylaws. Does not apply to bylaws or other instruments that were in effect before the effective date of the Act.

SCHOOL MANDATES-ELIMINATE

Amends the State Mandates Act. Provides that on and after January 1, 2007, no school district is required to implement or continue complying with any service mandate, tax exemption mandate, or personnel mandate, unless the cost of implementing or continuing to comply with the mandate is wholly recovered by the school district from federal, State, or other external aid. This applies (i) regardless of when the mandate was imposed, (ii) regardless of whether the mandate was previously exempted from the State reimbursement requirements of the Act, and (iii) notwithstanding any other provision of the Act or any other law to the contrary.

SCH CD-BUDGET-CLASSROOM

Amends the School Code. Provides that a school district must spend at least 65% of its total operating expenditures on direct classroom expenditures and if a school district's direct classroom expenditures for the 2006-2007 school year are less than 65% of its total operating expenditures, then the district must increase its direct classroom expenditures by at least 2 percentage points per school year beginning with the 2007-2008 school year until at least 65% of the district's total operating expenditures are spent on direct classroom expenditures. Provides that a school district that is unable to meet these expenditure standards due to special circumstances may apply to the State Superintendent of Education for a one-year, renewable waiver. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

SENIOR PROP TAX DEFERRAL

Amends the Senior Citizens Real Estate Tax Deferral Act. Changes the application deadline for the deferral from March 1 of each year to April 1 of each year. Effective immediately.

VEH CD-SOUND AMPLIFICATION

Amends the Illinois Vehicle Code. Provides that a violation of the provision prohibiting excessive sound amplification is a Class B misdemeanor.
