Amends the Criminal Code of 2012. Provides that a law enforcement officer shall not wear any mask or neck gaiter while interacting with the public in the performance of the officer's duties, except for medical grade masks that are surgical or N95 respirators designed to prevent the transmission of airborne diseases and diseases, masks designed to protect against exposure to smoke during a state of emergency related to wildfires, or protective gear used by Special Weapons and Tactics (SWAT) team officers necessary to protect their faces from harm while they perform their SWAT responsibilities. Provides that "mask" does not include a face shield if it does not conceal the wearer's face and does not include a clear mask that does not conceal the wearer's face. Provides that while executing law enforcement duties, a law enforcement officer shall display on the uniform that the officer wears: (i) the officer's name or badge number and (ii) the agency in which the officer is employed. Provides that the provisions do not apply to an officer while the officer is engaged in an undercover assignment. Provides that moneys from fines received for convictions under this provision shall be deposited into a special fund in the State treasury to be known as the Immigrant Family Services Fund and shall be used by the Department of Human Services to provide immigrant family services as determined by the Secretary of Human Services. Establishes penalties for violations. Defines terms. Amends the State Finance Act to make conforming changes.

Amends the Illinois Emergency Management Agency Act. Provides that the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) shall, in consultation with the Mutual Aid Box Alarm System (MABAS) and the Illinois Law Enforcement Alarm System (ILEAS), annually determine what funding is necessary for MABAS and ILEAS to sufficiently alleviate difficulties that emergency responders face in coordinating and providing personnel and equipment from participating agencies and units of local government when responding to all-hazard emergencies in this State and establish a formula for the distribution of that funding. Provides for a continuing appropriation of that funding, with reductions in the case of federal funding. Changes a definition. Effective immediately.
Amends the Courses of Study Article of the School Code. Provides that, beginning with the 2026-2027 school year, every public elementary school and high school shall include in its curriculum a unit of instruction studying the events of Arab American history, including the history of Arab Americans in the State and the Midwest, as well as the contributions of Arab Americans from the 19th century onward. Provides that the State Superintendent of Education may prepare and make available to all school boards instructional materials, including those established by the Public Broadcasting Service, that may be used as guidelines for the development of the unit of instruction. Provides that each school board shall determine the minimum amount of instructional time that qualifies as a unit of instruction. Provides that the regional superintendent of schools shall monitor a school district's compliance with the curricular requirements during the regional superintendent's annual compliance visit. Provides that a school may meet the requirements through an online program or course. Effective immediately.
Creates the Health Care Transparency Act. Provides that the Department of Public Health shall identify reproductive health care services, LGBTQ health care services, and end-of-life health care services that are or may be subject to denial of care for nonmedical reasons in the State and develop a clear and simple disclosure form for the purpose of conveying to patients and to the public which of the identified health care services are and are not generally available, are subject to restriction for nonmedical reasons, and are subject to restrictions on referral by each covered entity. Requires the Department to publish and maintain on its public-facing website a current list of covered entities and provide for public access to the disclosure form submitted by each covered entity; adopt rules implementing the Department's duties; and develop and administer to the public an education and awareness program regarding how denial of care may negatively impact health care access and quality, may be avoided, and affects vulnerable people and communities. Establishes disclosure requirements for covered entities. Effective immediately.
Amends the Property Tax Code. Provides that the maximum income limitation under the Low-Income Senior Citizens Assessment Freeze Homestead Exemption shall be adjusted each year by the annual cost of living increase, if any, in Social Security and Supplemental Security Income benefits that took effect during the immediately preceding calendar year. Amends the Energy Assistance Act. Provides that eligibility limits under the energy assistance program may not exceed the greater of (1) 150% of the federal nonfarm poverty level as established by the federal Office of Management and Budget or 60% of the State median income for the current State fiscal year as established by the U.S. Department of Health and Human Services, whichever is higher; or (2) the eligibility limit for the immediately preceding calendar year, increased by the annual cost of living increase, if any, in Social Security and Supplemental Security Income benefits that took effect during the immediately preceding calendar year. Effective immediately.
Amends the Public Funds Investment Act. Provides that a public agency may invest any public funds in any security that matures or that may be tendered for purchase at the option of the holder within not more than 7 years of the date on which it is acquired and that has the highest rating category (AAA) assigned by Standard & Poor's corporation, Moody's investors service, or other similar nationally recognized statistical rating organization. Effective immediately.
Creates the Carryout Bag Reduction Act. Imposes, beginning January 1, 2027, a carryout bag fee of $0.10 on each carryout bag used by a consumer at a retail mercantile establishment. Increases the amount of the fee by $0.05 every year until the fee is $0.25 per carryout bag. Provides that the fee shall be further increased by $0.05 per year if certain goals are not met. Requires retail mercantile establishments to retain a specific amount of the fee and remit the remainder to the Department of Revenue for deposit into the Carryout Bag Fee Fund. Requires a specific amount of the fee to be deposited into the General Revenue Fund through 2030 and requires the remainder of the fee to be remitted either (i) to the county where the retail mercantile establishment is located or (ii) if a municipal joint action agency or a municipality with a population greater than 1,000,000 is located in the county, then to either the municipal joint action agency if the fee was collected from a retail mercantile establishment located within the municipal joint action agency service area or to the municipality with a population greater than 1,000,000 if the fee was collected from a retail mercantile establishment located within the municipality with a population greater than 1,000,000. Prohibits, beginning January 1, 2027, plastic bags from being used to transport goods from a retail mercantile establishment for delivery to the location of a consumer. Requires the Department to annually report certain information to the General Assembly and post that information on the Department's website. Establishes requirements for use of the revenue received from the carryout bag fee for units of local government. Exempts from the requirements of the Act bags for items purchased pursuant to the Supplemental Nutrition Assistance Program or any similar governmental food assistance program. Requires the Environmental Protection Agency to develop certain materials. Establishes civil penalties for violations of the Act. Provides for enforcement by the Attorney General or a State's Attorney, with penalties collected by the Attorney General to be deposited into the Solid Waste Management Fund. Limits home rule powers and functions. Defines terms. Amends the State Finance Act to create the Carryout Bag Fee Fund as a special fund in the State treasury. Effective immediately.
Creates the Local Official Vacancy Posting Act. Provides that a unit of local government shall post every elected official vacancy on its website, if the full-time staff of the municipality maintain the website, and the county clerk shall also post the vacancy on the county clerk website. Provides that the unit of local government may not fill the vacancy until the posting has been on the municipality's website, or the county's website if the municipality does not have full-time staff maintaining a website, for at least 15 days. Limits home rule powers.
Creates the Prohibition of Discriminatory Disability Mascots Act. Restricts a public educational institution from the adoption or continued use of discriminatory disability mascots. Allows a public educational institution to continue to use uniforms or other materials bearing a prohibited name, logo, or mascot that were purchased on or before the effective date of the Act until September 1, 2028 if certain requirements.
Urges the Illinois Department of Human Services and the Pritzker Administration to delay cuts to Direct Service Professional (DSP) service hours set to begin January 1,2026, until such time as the State is prepared to implement the "Zero Hour" Staffing Model, to protect the services depended on by individuals with intellectual and developmental disabilities (I/DD).
