Appropriates $100,000,000 to the State Board of Education for equal distribution among charter schools authorized by the State Board of Education for school expenses. Effective July 1, 2026.

Creates the Prohibition of Discriminatory Disability Mascots Act. Restricts a public educational institution from the adoption or continued use of discriminatory disability mascots. Allows a public educational institution to continue to use uniforms or other materials bearing a prohibited name, logo, or mascot that were purchased on or before the effective date of the Act until September 1, 2028 if certain requirements.

Calls for a fully independent investigation into all Department of Homeland Security-involved shootings, killings, and deaths in custody. Calls for the appointment of an independent counsel to prosecute agents, administrators, and political appointees found to have committed, directed, or covered up these acts of violence. Calls for the immediate resignation of Secretary Kristi Noem and calls for her immediate impeachment if she refuses to resign.

Condemns President Donald Trump's effort to freeze funds for affordable childcare. Calls for the immediate release of all congressionally appropriated childcare funds.

Expresses rejection of President Donald J. Trump’s efforts to acquire territories and titles overseas, while leaving working families at home to pay the bill. Calls upon the United States Congress to intervene and provide the constitutional oversight necessary to hold President Trump accountable to the American people.

Calls upon President Donald J. Trump to immediately suspend his tariff scheme and halt all efforts to defend his unilateral tax increases in court. Calls upon the United States Department of the Treasury to immediately issue $2,000 payments to every American household with an annual income below $250,000 as a refund of families' lost wages and savings, and as an apology for President Trump's illegal tax increases.

Commends the decades-long partnership between the Province of Québec and the State of Illinois. Extends best wishes for many more years of mutual prosperity and growth.
