INC TX-REFUNDS-WITHHOLDING

Amends the Illinois Income Tax Act. Sets forth procedures by which the Department of Revenue may withhold an income tax refund to pay a taxpayer's debt to a municipality or county.

CRIM CD-WEAPON DISPOSAL

Amends the Criminal Code of 1961. Provides that any weapon voluntarily surrendered to any police agency in a firearm buy-back program, after having been determined not to be stolen, may be transferred to the sheriff of the county who may proceed to destroy it, or may be preserved as property of the governmental body whose police agency seized the weapon, or may be transferred to the Department of State Police for use by the crime laboratory system, for training purposes, or for any other application as deemed appropriate by the Department. Provides that any weapon voluntarily surrendered to any police agency for safekeeping, after having been determined not to be stolen, and when in due course no legitimate claim has been made for return of the weapon within 60 days of notice mailed to the last known address of the person surrendering the weapon, may be transferred to the sheriff of the county who may proceed to destroy it, or may be preserved as property of the governmental body whose police agency seized the weapon, or may be transferred to the Department of State Police for use by the crime laboratory system, for training purposes, or for any other application as deemed appropriate by the Department.

SNOWMOBILE-UNDER 18-HELMET

Amends the Snowmobile Registration and Safety Act. Provides that a person under the age of 18 years may not operate or ride as a passenger on a snowmobile unless he or she is wearing a protective helmet. Provides that the operator of a snowmobile may not permit any person under the age of 18 years to ride as a passenger on that snowmobile unless the passenger is wearing a protective helmet. Provides that a person who operates a snowmobile in violation of the provision is guilty of a petty offense and subject to a fine of not more than $250.

PHYS ASTNT-EMERGENCY CARE

Amends the Physician Assistant Practice Act of 1987. Allows a physician assistant who is licensed under the Act, licensed or certified by another regulatory jurisdiction in the United States, or credentialed as a physician assistant by a federal employer to respond to a need for medical care created by a natural disaster, accident, or other emergency and to render the care that he or she is able to provide without supervision or with supervision, as it is available. Exempts a physician who supervises a physician assistant who is providing medical care in response to a natural disaster, accident, or other emergency from the requirements of the Act as they relate to supervising physicians. Amends the Good Samaritan Act to exempt a physician assistant who is licensed or certified by another regulatory jurisdiction in the United States or credentialed as a physician assistant by a federal employer from civil liability for emergency care. Effective immediately.

DCEO-NURSING EDUCATION

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Economic Opportunity shall conduct a study regarding the recruitment and training of masters-prepared nurses to serve as nursing school faculty. Effective immediately.

SCHOOL CONSTRUCTION-LOCAL CODE

Amends the School Construction Law. Provides that all school construction projects financed pursuant to the Law are subject to applicable local building codes. Effective immediately.

Amends the School Code. In school districts other than the Chicago school district, reduces the probationary period of time before a teacher enters upon contractual continued service. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
