Amends the State Finance Act. Provides that in addition to the lump sum payment incentive program provided to State employees who terminate employment with the State, the program may also provide for payment to participants or their health benefit coverage providers of an amount representing the net cost to the participating employee of his or her health benefit coverage under the State Employees Group Insurance Act of 1971 or applicable COBRA (Consolidated Omnibus Budget Reconciliation Act of 1985) insurance continuation provisions for the life of the participant (now, only up to 6 months immediately following termination of State service). Deletes a provision concerning the maximum pay out to State employees under this program.

Amends the State Pension Funds Continuing Appropriation Act. Provides for appropriation of $13,000,000 on a continuing annual basis from the General Revenue Fund to the State Comptroller for deposit into the Teacher Health Insurance Security Fund in State fiscal years 2009 through 2011. Effective immediately.
Amends the Workers' Compensation Act. Provides that nothing contained in the Act shall be construed to apply to any sole proprietor who elects not to provide and pay compensation for accidental injuries sustained by himself or herself, arising out of and in the course of the employment according to the provisions of the Act who files a form as prescribed by the Illinois Workers' Compensation Commission specifically indicating that he or she elects not be covered by the Act. Provides that such election shall take effect 30 days after the filing of such form with the Commission.
Amends the Illinois Vehicle Code. Provides that a person may not sell a vehicle to any natural person unless that natural person holds a valid driver's license issued by this State or another state, territory, or other possession of the United States.
Amends the State Comptroller Act. Provides that the Comptroller's annual report of State employee information shall not include addresses of judges.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning annexation of unincorporated territory.
Amends the Illinois Insurance Code. Provides that notwithstanding any other statutory provision or common law rule, any insurance company subject to regulation under the Code and any of its agents, servants, or employees are not liable and no cause of action arises with respect to any accident or injury based on the allegation that the accident or injury was caused, directly or indirectly, or could have been prevented by, a program, information, inspection, or other activity or service undertaken by an insurance provider for the prevention of accidents, control of losses, or improvement of health and welfare in connection with operations of the insured. Provides that this immunity does not affect the liability of an insurance provider otherwise provided by an insurance policy or plan. Effective immediately.
Amends the State Finance Act. Requires transfers, from the General Revenue Fund to the Open Space Lands Acquisition and Development Fund, the Natural Areas Acquisition Fund, the Conservation 2000 Fund, and the Illinois Forestry Development Fund, in an amount equal to the amounts transferred from those funds to the General Revenue Fund under certain provisions of the State Finance Act during fiscal years 2004, 2005, 2006, and 2007. Exempts those funds from the Act's administrative charge-back provisions. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning State goals and assessment.
Amends the Shaken Baby Prevention Act. Makes a technical change in a Section concerning the short title.
