Amends the Illinois Highway Code. Provides that a municipality may expend Motor Fuel Tax street or road funds (except Federal-aid funds) on streets or highways or sections of highways without prior review or approval of the Department of Transportation for routine maintenance activities as determined by the Department, including without limitation snow plowing, street cleaning, crack-sealing, and road patching; and routine and periodic roadway resurfacing activities (including grinding off the surface course of roads, but not involving expansions or reconstruction of more than 20% of the affected road bed). Effective immediately.

Amends the Public Utilities Act. Deletes language that provides that no construction shall commence on any new nuclear power plant to be located within the State, and no certificate of public convenience and necessity or other authorization shall be issued therefor by the Illinois Commerce Commission, until the Director of the Illinois Environmental Protection Agency finds that the United States Government, through its authorized agency, has identified and approved a demonstrable technology or means for the disposal of high level nuclear waste, or until such construction has been specifically approved by a statute enacted by the General Assembly. Deletes the definition of "high level nuclear waste". Effective immediately.
Amends the School Code. Provides that, except for an act of willful or wanton misconduct, any employee of a school district who informs a student's parent or guardian of the need for the student to have occupational therapy shall have immunity from liability, whether civil or criminal or that otherwise might result by reason of such action. Effective immediately.

Amends the Illinois Insurance Code. Provides that insurers providing a commercial general liability policy that includes hired automobile and non-owned automobile liability are neither required to provide, nor are they prohibited from offering or making available uninsured and hit and run vehicle coverage. Provides that insurers providing a commercial automobile policy shall offer and provide such coverage as required by the Illinois Vehicle Code to contract carriers transporting employees in the course of their employment. Effective immediately.
Amends the Fire Investigation Act. Provides that the Office of the State Fire Marshal may not adopt any rule making certain provisions of the Life Safety Code, as published by the National Fire Protection Association, concerning "commercial cooking systems" applicable to a cooking system operated for non-commercial purposes by a corporation organized under the General Not For Profit Corporation Act of 1986 or the Religious Corporation Act. Provides that any rule existing on the effective date of the amendatory Act that makes any part of those provisions applicable to a cooking system operated for non-commercial purposes by a corporation organized under the General Not For Profit Corporation Act of 1986 or the Religious Corporation Act is void. Effective immediately.
Amends the Freedom of Information Act. Provides that the Department of Natural Resources may not categorize a request for public records as a request for records to be used for a commercial purpose if that request is made by a municipality.
Amends the Criminal Code of 1961. Provides that a child murderer may not reside or loiter with certain areas, schools, or facilities in which children under 18 years of age are present. Prohibits child murderers from knowingly operating, managing, being employed by, volunteering at, being associated with, or knowingly being present at certain events or facilities in which children under 18 years of age may be present. Provides for certain exemptions. Provides that a violation of these provisions is a Class 4 felony.
Amends the Illinois Income Tax Act. Allows a deduction for individual taxpayers in an amount equal to contributions made by the taxpayer to a qualified out-of-state tuition program under Section 529 of the Internal Revenue Code if moneys contributed to a qualified Illinois tuition program would be excluded from gross income in that State. Effective immediately.
Amends the Recyclable Metal Purchase Registration Law. Requires a recyclable metal dealer to keep a record of certain information for each purchase of recyclable metal (instead of for each purchase of recyclable metal valued at $100 or more and for each transaction involving the purchase of metal street signs). Effective immediately.
