CNTY-TELECOMMUNICATION-NOTICE

Amends the Counties Code. Provides that 30 days prior to the issuance of a building permit for a facility necessitating the erection of a new tower, the permit applicant shall provide written notice of its intent to construct the facility to the State Representative and the State Senator of the district in which the subject facility is to be constructed and a member of the county board of the county in which the subject facility is to be constructed. Sets forth the notice requirements. Effective immediately.

MH/DD-INTELLECTUAL DISABILITY

Amends the Mental Health and Developmental Disabilities Code. Makes a technical change in a Section concerning the definition of "mental retardation".

INS CD - PUBLIC ADJUSTER EXAM

Amends the Illinois Insurance Code. Provides that the Director of Insurance is authorized to require fingerprints of applicants for licensing and renewal applicants (now, applicants). Provides that an individual who applies for a public adjuster license who was previously licensed as a public adjuster in another state based on a public adjuster examination shall not be required to complete any examination (instead of any prelicensing education). Effective immediately.

VEH CD-TRUCK SPEED LIMITS

Amends the Illinois Vehicle Code. Provides that speed limits for first and second division vehicles on 4-lane highways outside the counties of Cook, DuPage, Kane, Lake, McHenry, and Will shall be uniform. Effective January 1, 2012.

INSURANCE - DISCLOSURE

Amends the Illinois Insurance Code. Provides that a policy the solicitation of which involves an insurance producer, limited insurance representative, or temporary insurance producer must identify the name of the producer, representative, or firm. Further provides that an individual life or accident and health application and master policy application for life or accident and health group coverages must bear the name and signature of the licensee who solicited and wrote the application.

ST ETHICS-PUBLIC SERVICE ADS

Amends the State Officials and Employees Ethics Act. Prohibits a public service announcement on behalf of a State administered program that contains the proper name, image, or voice of a State executive branch constitutional officer or legislator from being displayed on a billboard or electronic message board. Effective immediately.
