SCH CD-VEH CD-DRIVER EDUCATION

Amends the School Code and the Illinois Vehicle Code. Makes changes concerning notification of the public hearing on a waiver or modification of a mandate within the School Code or administrative rules and waivers and modifications for contracting with a commercial driver training school. Makes changes concerning driver education course reimbursement, the adoption of standards for driver education and driver education course content, a report on the per capita driver education cost for school districts, and the safety testing of motor vehicles used for driver education training. Effective January 1, 2013.

REVENUE-TECH

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, on or after July 1, 2012 and on or before December 31, 2018, the taxes imposed under the Acts apply to (i) 90% of the proceeds of sales of gasohol, (ii) 80% of the proceeds of sales of E20 blended ethanol fuel, and (iii) 60% of the proceeds of sales of E30 blended ethanol fuel. Provides that an exemption for majority blended ethanol fuel applies through December 31, 2018 (instead of December 31, 2013). Amends the Illinois Renewable Fuels Development Program Act. Provides that grants may be awarded for the following programs: a next generation renewable fuels program, a majority blended ethanol and blender pump infrastructure program, and a research and development program for sustainable corn production and corn-based renewable fuel production. Sets forth the maximum aggregate amount of grants that may be awarded under each program. Effective immediately.

BOATS-AQUATIC LIFE TRANSPORT

Amends the Boat Registration and Safety Act. Provides that no person may place or operate a vehicle, seaplane, watercraft, or other object of any kind in waters of this State if it has any aquatic plants or aquatic animals attached to the exterior of the vehicle, seaplane, watercraft, or other object. Provides that no person may take off with a seaplane, or transport or operate a vehicle, watercraft, or other object of any kind on a highway with aquatic plants or aquatic animals attached to the exterior of the seaplane, vehicle, watercraft, or other object. Provides exceptions. Provides that a person must comply with instructions given by a law enforcement officer who has reason to believe that the person is in violation of the new provisions. Provides that the Department of Natural Resources shall produce and make copies available of a notice containing a summary of the new provisions and that owners of boat access sites must post and maintain a copy of the notice.

FOREST PRESERVES-SURPLUS PROP

Amends the Downstate Forest Preserve District Act. Provides that the corporate authorities of a forest preserve district, by ordinance or resolution, may authorize the sale or public auction of a structure located on land owned by the district. Sets forth requirements that must be met concerning the sale of the land, publication of notice, and acceptance of an offer. Further provides that surplus personal property may also be sold if three-fifths of the members of the board of commissioners of a forest preserve district find the sale to be in the best interests of the district. Provides that that the district is not required to advertise the sale of surplus personal property. Effective immediately.

INC TX-VETERANS

Amends the Illinois Income Tax Act. Increases the amount of the credit for wages paid by the taxpayer to a qualified veteran to 20%, but in no event to exceed $5,000, of the gross wages paid by the taxpayer to a qualified veteran if the veteran (A) was hired by the taxpayer on or after January 1, 2012 and (B) was unemployed at the time he or she was hired by the taxpayer. Exempts the credit from the Act's automatic sunset provisions. Effective immediately.

SOS-VETERANS-ID CARD & LICENSE

Amends the Illinois Identification Card Act and Illinois Vehicle Code to provide that: the Secretary of State must inquire as to whether an applicant for a State identification card or driver's license is a veteran for purposes of issuing a State identification card or driver's license with a veteran designation; the Secretary shall determine by rule what forms of proof of a person's status as a veteran are acceptable; and the Secretary may disclose an individual's social security number or associated information to the Illinois Department of Veterans' Affairs for the purpose of confirming veteran status. Defines "veteran" and other terms. Effective January 1, 2013.

HEALTH CARE PURCHASING GROUP

Amends the Illinois Insurance Code. Sets forth provisions concerning health care cooperatives. Provides that in addition to all other provisions of the Article concerning domestic mutual companies, a company seeking to organize as a health care cooperative shall meet certain requirements. Sets forth provisions concerning the naming of and applications for entities seeking to organize as health care cooperatives. Amends the Co-operative Act. Exempts domestic mutual insurance companies licensed as health care cooperatives by the Director of Insurance from the prohibition against using the term "Co-operative" as part of a corporate or other business name or title without complying with the provisions of the Co-operative Act. Sets forth provisions concerning health benefit purchasing cooperatives. Provides that the purpose of a health benefit purchasing cooperative is to provide health care benefits for certain eligible individuals under a single group health care policy or plan through a contract between the health benefit purchasing cooperative and an insurer authorized to do health insurance business in the State. Sets forth provisions concerning the design, the articles, the membership basis and capital stock, the membership criteria, the health care benefits, and the annual progress report of health benefit purchasing cooperatives. Effective immediately.
