Amends the Medical Assistance Article of the Illinois Public Aid Code. Expands medical assistance coverage to certain categories of lawfully present noncitizens. Sets income guidelines for qualifying persons age 19 through 64 and income guidelines for persons 65 years of age or older. Removes a provision permitting medical assistance coverage for up to 24 continuous months from the initial eligibility date, if otherwise eligible.

Provides that for the assessment administered by the State Board of Education for the purpose of student application to or admission consideration by an institution of higher education, a student may not be considered proficient in mathematics with a score that is lower than 22 on the ACT or its recognized equivalent, nor may a student be considered proficient in English language arts with a score that is lower than 42 on the ACT or its recognized equivalent. Effective immediately.
Amends the Park District Code. Provides that, when the office of a member of the governing board of a park district may be declared vacant, the office is not vacant until the office is declared vacant at a meeting of the members of the board. Provides that the amendatory changes are declaratory of existing law.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, notwithstanding any other provision of law, beginning in levy year 2026, if a specified taxing district provided a property tax abatement under a specified provision of the Energy Community Reinvestment Act in any levy year occurring before the current levy year and if the taxing district was subject to the Property Tax Extension Limitation Law in the levy year of the abatement, then the district's aggregate extension base for each subsequent levy year after the levy year of the abatement but not earlier than levy year 2026 shall be calculated as through the district's aggregate extension for the levy year in which the abatement was granted included the amount of the abatement. Effective immediately.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that, in Fiscal Year 2027 and thereafter, the Department of Commerce and Economic Opportunity shall require that any convention and tourism bureau receiving a grant from the Local Tourism Fund that requires matching funds shall provide matching funds equal to no less than 25% of the grant amount (currently, no less than 40% of the grant amount). Amends the Hotel Operators' Occupation Tax Act and the Illinois Sports Facilities Authority Act. Makes changes concerning the distribution of moneys under those Acts. Effective immediately.

Amends the Illinois Police Training Act. Provides that the Board shall conduct or approve the epilepsy identification and treatment training course no later than 2 years after the effective date of the amendatory Act. Provides that the Board may consult with the Department of Public Health or the Department of Human Services to develop and update the curriculum as needed. Provides that, every 3 years, a law enforcement officer shall complete training on identifying and interacting with individuals with epilepsy.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for a consumer reporting agency to make, create, or furnish any consumer report or credit report containing, incorporating, or reflecting any adverse information that the consumer reporting agency knows or should know was expunged or sealed by a court of competent jurisdiction.
Creates the 340B Grantee Contract Pharmacy Access Act. Provides that no person, including a pharmaceutical manufacturer, may deny, restrict, or otherwise limit the acquisition of a 340B drug by a 340B grantee or a 340B contract pharmacy authorized to receive 340B drugs on behalf of the 340B grantee unless the acquisition is prohibited by federal law. Provides that the Department of Financial and Professional Regulation is authorized to enforce the Act and investigate possible violations of the Act by any person, including a pharmaceutical manufacturer. Sets forth provisions concerning preemption. Effective immediately.
