Amends the Landlord and Tenant Act. Provides that after a residential dwelling unit has been vacated by a tenant, a landlord must change the locks of the dwelling unit before it is again occupied and must provide a new tenant with a signed disclosure form acknowledging that this requirement has been met. Provides that if a landlord has not changed the locks, as required, and a theft occurs that is attributable to the landlord's failure to meet that requirement, the landlord is liable for any damages that the tenant incurs as a result of that failure.

Amends the Nursing Home Care Act. Provides that a skilled nursing facility shall designate a person or persons as Infection Prevention and Control Professionals to develop and implement policies governing control of infections and communicable diseases. Provides that the Infection Prevention and Control Professional's qualifications shall be documented and shall be made available for inspection by the Department of Public Health. Effective on January 1, 2012.
Amends the Children and Family Services Act. Provides that on or before the first Friday in October (rather than April) of each year, the Department of Children and Family Services shall submit to the Governor and the General Assembly a State comprehensive child abuse and neglect prevention plan. Effective immediately.
Amends the Liquor Control Act of 1934. Makes a technical change in a Section concerning the short title.
Creates the Foreclosure Working Group, appointed by the State Housing Task Force, to create recommendations to address the foreclosure and housing crisis in the State.
Shows support for research into the causes, treatments, and cures of children's interstitial lung diseases, thanks advocates and organizations for their efforts to educate the public about children's interstitial lung disease, and designates June 26-July 2, 2011 as Children's Interstitial Lung Disease Awareness Week in the State of Illinois.
