Amends the Deposit of State Moneys Act. Makes a technical change in a Section concerning interest on deposits.
Renames the Amstutz Expressway in Waukegan the Bobby E. Thompson Expressway.
Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall require that every public utility shall take an actual reading of a customer's service usage during each billing period, and that no utility may estimate a customer's service usage unless the customer has knowingly and willfully denied reasonable access to the utility's representative for the purpose of taking an actual meter reading. Effective immediately.
Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning local tourism grants.
Amends the Charter Schools Law of the School Code. Under specified circumstances, allows for a maximum of 5 additional charter schools exclusively for truants or dropouts in Chicago if the limit on the number of charter schools that may operate at any one time in the rest of the State has not been reached. Provides that if any of the additional charter schools are not used exclusively for truants or dropouts, then the State Board of Education shall withhold and the charter school shall forfeit all State funding designated for that school.
Amends the Covering ALL KIDS Health Insurance Act. Requires that an application for enrollment in the Covering ALL KIDS Health Insurance Program must be provided to all uninsured parents when they visit a physician's office with their child.
Amends the Code of Criminal Procedure of 1963. Provides that a motor vehicle, its contents, the driver, or any passenger of a motor vehicle stopped on the basis of a violation or suspected violation of the Illinois Vehicle Code or an inspection may not be subjected to an investigation or procedure involving a trained drug-detection dog or dog sniff unless there are specific and articulable facts that support a law enforcement officer's reasonable, articulable suspicion that illegal drugs are present in the motor vehicle or its contents or upon the person of the driver or any passenger of the motor vehicle.
Amends the Citizens Utility Board Act. Provides that the Citizens Utility Board shall represent and protect the interests of the residential utility and cable television customers (now, just residential utility customers) of this State. Makes corresponding changes.
