Provides that the amendatory Act may be referred to as the Reproductive Liberty and Justice Act. Amends the Equity and Representation in Health Care Act. Expands the definition of "medical facility" to include a reproductive health center established at a nonprofit community health center. Makes other changes. Amends the Birth Center Licensing Act. Makes changes to the definition of "birth center". Provides that a birth center and any licensed provider of abortion and birth control services on site may be colocated at the same facility. Requires the Department of Public Health to adopt rules for licensing and designating colocated facilities to provide specified essential reproductive health care services. Contains other provisions. Amends the Licensed Certified Professional Midwife Practice Act. Provides that a licensed certified professional midwife may provide out-of-hospital care to a childbearing individual who has had a previous cesarean section, if authorized by the Department of Financial and Professional Regulation. Removes language prohibiting a licensed certified professional midwife from (1) performing an abortion or (2) knowingly accepting responsibility for prenatal or intrapartum care of a client with alcohol abuse or drug addiction. Amends the Abused and Neglected Child Reporting Act. Removes from the definition of "neglected child" any child who is a newborn infant whose blood, urine, or meconium contains any amount of a controlled substance. Makes corresponding changes to the Juvenile Court Act of 1987, the Adoption Act, and the Vital Records Act. Contains provisions concerning CAPTA notifications and prohibited disclosures regarding the results of a toxicology test administered on a newborn or a pregnant person. Amends the Substance Use Disorder Act. Contains provisions concerning Plans of Safe Care. Amends the Medical Patient Rights Act. Provides that a patient has the right for a physician and other health care service providers to administer specified medical tests without disclosing the results of the test to a law enforcement agency or to the Department of Children and Family Services. Amends the Illinois Health and Hazardous Substances Registry Act. Makes changes to the definition of "adverse pregnancy outcome". Contains provisions concerning certificates of birth resulting in stillbirth. Makes other changes.

Amends the Illinois Income Tax Act. Creates a corporate income tax deduction for hemp business establishments in an amount equal to 50% of the income generated by the sale of products made by businesses owned by minority and other specific priority-population-owned businesses. Amends the Tobacco Products Tax Act of 1995 to exclude hemp-cannabinoid products subject to tax under the Industrial Hemp Act from the definition of tobacco products. Amends the Liquor Control Act of 1934 to provide that hemp extract and hemp-cannabinoid products made in compliance with State law are considered fit for human consumption. Authorizes liquor license holders to manufacture, distribute, and sell such products. Amends the Industrial Hemp Act to establish a comprehensive regulatory framework for hemp and hemp-derived cannabinoid products, including licensing, registration, packaging and labeling standards, age verification, laboratory testing, recordkeeping, enforcement, and penalties. Creates the Hemp Social Equity Fund to support loans, grants, and technical assistance for social equity applicants. Makes conforming changes to the State Finance Act. Effective January 1, 2027.

Amends the Cannabis Regulation and Tax Act. Requires waiver of 50% of any nonrefundable license application fees, any nonrefundable fees associated with purchasing a license to operate a cannabis business establishment, and any surety bond or other financial requirements for a Social Equity Applicant who promises to open and operate the business in a Disproportionately Impacted Area and who promises to hire and employ at least 40% of all employees and contracted labor from persons residing in or headquartered in the Disproportionately Impacted Area where the business will be located. Provides that a breach of a promise by an applicant under those provisions shall constitute a violation of the Act. Provides that fee waivers or other requirement waivers under 2 different specified provisions relating to Social Equity Applicants may not be cumulative, and an applicant who qualifies under both may only choose one.

In provisions regarding the Cannabis Equity Commission, adds to the ex officio membership the chairperson of the Agriculture Committee of the Senate, or his or her designee, who shall serve as co-chair of the Commission, and the chairperson of the Agriculture and Conservation Committee of the House of Representatives, or his or her designee, who shall serve as co-chair of the Commission, as well as members of the Illinois Black Caucus and the Illinois Legislative Latino Caucus (previously, the Governor, or his or her designee, served as chair of the Commission). Further adds to the membership of the Commission one individual who is a journalist and representative of the news media with work experience covering the national and local cannabis market as well as issues related to disproportionately impacted areas. Requires appointment by the co-chairs of the Commission within 90 days after a vacancy in membership under certain provisions. Provides that the Commission shall issue an annual report to the General Assembly that includes, without limitation, an evaluation of the current market, data regarding social equity operations in the State, community reinvestment data from the Restore, Reinvest, and Renew (R3) Program, and tax revenues, as well as recommendations for policy changes that focus on supporting social equity applicants, operators, and communities harmed the most by the failed war on drugs.

Amends the Department of Professional Regulation Law to add references in confidentiality provisions to the Office of Executive Inspector General and the State Officials and Employees Ethics Act. Amends the Illinois Procurement Code to extend the exemption period for implementing the Cannabis Regulation and Tax Act. Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act to include cannabis purchased by qualifying patients or caregivers as "prescription and nonprescription medicines and drugs" beginning July 1, 2026. Amends the Compassionate Use of Medical Cannabis Program Act to rename the Opioid Alternative Pilot Program, eliminate the sunset of the Program and emergency rulemaking provisions, revise definitions, add references to the Cannabis Regulation and Tax Act, supplant or sunset certain provisions on July 1, 2026, repeal certain provisions on January 1, 2027, and make conforming changes. Amends the Cannabis Regulation and Tax Act to update definitions, merge licenses, prioritize medical patients, allow license relocation, revise training and compliance requirements, and authorize integrated identification card systems. Establishes diversity spending and reporting requirements with penalties. Amends the Tobacco Accessories and Smoking Herbs Control Act to delete references to marijuana and hashish in the purpose of the Act. Effective immediately.

Amends the Department of Agriculture Law of the Civil Administrative Code of Illinois. Requires the Department of Agriculture to adopt rules establishing, implementing, and administering the Illinois Down Payment Assistant Grant Program to offer up to $20,000 grants for eligible applicants purchasing their first farms that are eligible farm purchases. Provides that, if more eligible applicants apply than grants are available, then the recipients shall be chosen with a random lottery process determined by the Department, with priority given to priority applicants. Defines terms.

Amends the Cannabis Regulation and Tax Act. Requires the Department of Financial and Professional Regulation to issue cannabis delivery organization licenses. Contains provisions regarding applications for cannabis delivery organization licenses. Requires the Department to develop a system to score applications for cannabis delivery licenses. Provides that applicants must qualify as social equity applicants in order to be awarded a cannabis delivery organization license. Requires applicants to pay a $500 application fee and a prorated fee of $500 prior to receiving a license, to be deposited into the Cannabis Regulation Fund. Contains requirements and prohibitions for cannabis delivery organizations. Provides that cannabis delivery organizations may obtain cannabis products from any cannabis business organization licensed in the State. Contains requirements for the issuance of cannabis delivery agent identification cards. Requires the Department to conduct a background check through the Illinois State Police of certain officers, board members, and agents of cannabis delivery organizations. Contains provisions regarding the renewal of cannabis delivery organization licenses and agent identification cards. Contains other provisions.

Amends the Illinois Food, Drug and Cosmetic Act. Provides that, notwithstanding any other provision of law, a food, food ingredient, dietary supplement, cosmetic, or other consumer product shall not be considered adulterated solely because it contains hemp, hemp-derived cannabinoids, including, but not limited to, Delta-9 tetrahydrocannabinol (THC), Delta-8 THC, tetrahydrocannabinolic acid (THCa), or any hemp product, provided that the hemp used in the product complies with the definition of "hemp" as specified in federal law. Amends the Industrial Hemp Act. Conforms several provisions in the Act to federal regulations under the Domestic Hemp Production Program, including (i) definitions, (ii) requirements for the application for a license to cultivate hemp, and (iii) rulemaking requirements for the Department of Agriculture. Provides that the Department of Agriculture shall adopt rules for the distribution and retail sale of hemp products under conditions in specified provisions of the Act. Provides that hemp products that contain cannabinoids, that are intended for human consumption, and that are designated for retail sale within Illinois (i) must meet specified requirements, including federal requirements and rules adopted by the Department of Public Health, and (ii) must be distributed or sold in a container that includes specified information. Provides that hemp products that are intended for inhalation or ingestion and contain detectable amounts of hemp cannabinoids may not be sold in this State to a person who is under 21 years of age. Provides that hemp products distributed or sold in violation of specified provisions in the Act shall be considered adulterated or misbranded pursuant to the Illinois Food, Drug and Cosmetic Act and all other applicable State laws. Defines terms. Makes technical changes.

Creates the Healing Opportunities through Psilocybin Equity Pilot Program Act. Details findings, purposes, statutory construction, and definitions. Establishes the Illinois Psilocybin Advisory Board within the Department of Financial and Professional Regulation. Provides duties of the Board. Provides that the Department of Public Health, the Department of Agriculture, the Department of Financial and Professional Regulation, the Illinois State Police, and the Department of Revenue have certain duties, functions, and powers under the Act. Provides for a program development period, with certain requirements. Provides for different types of licenses starting on or before July 1 of the year 3 years after the effective date of the Act, with certain requirements. Provides immunity from certain criminal civil liability for a licensee or licensee representative with respect to manufacture, delivery, and possession of psilocybin products. Provides requirements for psilocybin services. Provides for discipline of licensees. Provides for civil and criminal penalties for violations. Provides for certain administrative hearings. Limits home rule. Imposes a tax upon purchasers for the privilege of using psilocybin at a rate of 15% of the purchase price. Establishes the Psilocybin Control and Regulation Fund and the Illinois Psilocybin Fund as special funds in the State Treasury for certain purposes. Makes other provisions. Amends the Freedom of Information Act to exempt certain information under the Healing Opportunities through Psilocybin Equity Pilot Program Act from disclosure. Amends the State Finance Act and the Illinois Independent Tax Tribunal Act of 2012 to make conforming changes. Amends the Illinois Vehicle Code to add psilocybin or psilocin as defined in the Healing Opportunities Through Psilocybin Equity Pilot Program Act to provisions regarding driving while under the influence. Effective immediately.
