Amends the Sex Offender Registration Act. Eliminates from the definition Section that "convicted" shall have the same meaning as "adjudicated". Provides that a sex offender or sexual predator must include in his or her registration an institution of higher education attended or in which he or she is employed and must register with the appropriate municipal police department or county sheriff. Provides that reconfinement due to a violation of parole or other circumstances that relates to the original conviction or adjudication shall extend the period of registration to 10 years after final parole, discharge, or release. Provides that 50% of the moneys in the Sex Offender Registration Fund shall be allocated to the Illinois State Police Sex Offender Registration Unit for education and administration of the Act. Amends the Sex Offender and Child Murderer Community Notification Law. Deletes provision that the Department of State Police may limit access to the sex offender information to information about sex offenders who reside within a specified geographic area in proximity to the address of the person seeking that information. Provides that the Department of State Police, Sex Offender Registration Unit, must develop and conduct training to educate all those entities involved in the Sex Offender Registration Program. Effective immediately.

Amends provisions of the Local Governmental and Governmental Employees Tort Immunity Act concerning a local public entity's duty to maintain its property in a reasonably safe condition for intended and permitted users. Provides that a person riding a bicycle is deemed to be an intended and permitted user of a roadway, except in the case of roadways upon which the use of bicycles is prohibited and the prohibition is indicated by appropriate signage.
Amends the Code of Criminal Procedure of 1963. Provides that a person who violates an order of a court prohibiting him or her from coming into contact with another person, coming within a certain distance of another person, videotaping another person, or photographing another person may be ordered, without process, to enter into a recognizance to keep the peace. Provides that this provision applies regardless of whether the person who violated the order is related to the person who applied for the court order.
Creates the Streetgang Terrorism Act. Contains only a short title Section.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the organization of the Department of Corrections.
Proclaims Wednesday, March 31, 2004, as First Annual Delta Sigma Theta Day in the State of Illinois.
Amends the Property Tax Code. Includes disabled persons within the provisions granting an assessment freeze homestead exemption to senior citizens. Changes the name to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption (now Senior Citizens Assessment Freeze Homestead Exemption). Makes corresponding changes to a cross-reference to the exemption. Amends the States Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Illinois Administrative Procedure Act and the Unified Code of Corrections. Prohibits a prisoner serving probation, parole, or mandatory supervised release from being transferred out of State to serve such terms. Prohibits prisoners from being transferred into this State for those purposes. Repeals the Interstate Compact for Adult Offender Supervision.
Amends the Cook County Article of the Illinois Pension Code. Creates an alternative retirement annuity and survivor's benefit for correctional officers with the county department of corrections and for persons employed by Cook County as jail sergeants. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Code of Criminal Procedure of 1963. Creates the State Death Penalty Review Committee effective January 1, 2004 to develop standards to assist State's Attorneys in the exercise of discretion in seeking the death penalty on a first degree murder charge and to approve a State's Attorney's decision to seek the death penalty in first degree murder cases.
