Amends the Technology Development Act. Authorizes the State Treasurer to segregate up to 2% of the Treasurer's investment portfolio in the Technology Development Account IIa. Authorizes investments from the account to provide venture capital to help attract, assist, and retain quality technology businesses in Illinois. Contains provisions concerning soliciting proposals from entities to manage and be the General Partner of Technology Development Account IIb, consisting of investments from the private sector that must invest, at the direction of the Treasurer, in tandem with TDA IIa. Sets restrictions and conditions. Effective immediately.

Creates the P-20 Longitudinal Education Data System Act. Requires the State Board of Education, the Illinois Community College Board, and the Board of Higher Education to jointly establish and maintain a longitudinal data system by entering into one or more agreements that link early learning, elementary, and secondary school student unit records with institution of higher learning student unit records. Subject to appropriation, requires the State Board of Education to establish a data warehouse that integrates data from multiple student unit record systems and supports all of the uses and functions of the longitudinal data system. Provides that the data warehouse must be developed in cooperation with the Illinois Community College Board and the Board of Higher Education and must have the ability to integrate longitudinal data from early learning through the postsecondary level. Sets forth provisions concerning the collection and maintenance of data, data sharing, privacy protection laws, and the performance of an evaluation and submission of a report. Makes changes to the Charter Schools Law of the School Code concerning not being exempt from the Act and the Illinois School Student Records Act concerning the federal Family Educational Rights and Privacy Act. Effective immediately.
Amends the Illinois Migrant Labor Camp Law. Provides that licenses shall be issued prior to operation (instead of upon a calendar year basis). Effective immediately.
Amends the Personnel Code. Makes a technical change in a Section concerning the short title.
Amends the Public University Energy Conservation Act. Provides that "energy conservation measure" includes construction of a new building or facility that is designed to reduce energy consumption or operating costs.
Urges President Obama, the Illinois congressional delegation, and the Secretary of the United States Department of Transportation to take immediate action to increase the personal net worth limitation in the DBE program to $2 million, remove the cap on DBE gross receipts to reflect the applicable SBA size standards, and adopt the Transportation Research Board of the National Academy of Sciences' model disparity study methodology.
Encourages the Governor's Office of Management and Budget to utilize the funds available due to the increased Federal Medical Assistance Percentage, also known as FMAP, along with funds available in the Health and Human Services Medicaid Trust Fund and funds available in the Community Mental Health Medicaid Trust Fund to maintain appropriation levels supporting current community care provided by mental health and substance misuse treatment community providers and increase funding to pay the State's obligations in a timely fashion.
Congratulates the pediatricians, family physicians, nurse practitioners, staff, volunteers, and supporters of the Enhancing Developmentally Oriented Primary Care (EDOPC) project on the occasion of being the recipients of the 2008 Summit Award from the American Society of Association Executives (ASAE) and the Associations Advance America (AAA) Committee of the Center for Association Leadership.
