Amends the Department of Human Services Act. Makes a technical change in a Section concerning the legislative purpose of the Act.

Creates the Phosphorous Turf Fertilizer Use Restriction Act. Provides that the Department of Central Management Services may not apply phosphorous fertilizer to State-owned turf, unless the Department (i) has been granted a waiver by the Illinois Green Government Coordinating Council, (ii) is establishing or reestablishing State-owned turf by planting seed or sod on State-owned land, or (iii) is depleting existing stores of phosphorous fertilizer procured prior to January 1, 2010. Creates the Phosphorous in Water Task Force, which is comprised of the Chairman of the Illinois Green Government Coordinating Council, who serves as Task Force Chairman, and 9 other members. Provides that the goals of the Task Force include, but are not limited to, drafting (i) a model phosphorous fertilizer ban for municipalities and other local governments and (ii) a report that recommends ways to reduce the application of phosphorous fertilizer in residential and urban areas and that describes best policies and practices for phosphorous management in Illinois waterways. Requires the Task Force to continue to hold quarterly meetings until the Chairman of the Task Force determines that the Task Force's goals have been met. Amends the Green Governments Illinois Act. Authorizes the Illinois Green Government Coordinating Council to grant waivers to the Department of Central Management Services to apply phosphorous fertilizer to State-owned turf. Defines "Agency", "Department", "Fertilizer", "Phosphorous Fertilizer", "State-owned turf", and "Turf". Effective immediately.
Amends the Counties Code. Authorizes a county to establish an affordable housing trust fund. Defines an "affordable housing trust fund". Provides that any county that establishes an affordable housing trust fund may provide by ordinance or resolution for a surcharge on the recordation of any "real estate-related document" for the purpose of funding the trust fund. Provides for the collection of the surcharge. Effective immediately.
Amends the Mental Health and Developmental Disabilities Code. Provides that a court order authorizing the administration of authorized involuntary treatment shall allow a person designated in the order as authorized to administer the treatment to designate another person to administer the treatment in the court-designated person's absence. Provides that a person designated in the court order as authorized to administer the treatment must be a qualified acute and long-term health care professional familiar with the recipient's mental and physical status and active in the recipient's care. Provides that a person designated by the court-designated person to administer the treatment in the court-designated person's absence must be a licensed and qualified health care professional. Effective immediately.
Amends the Alcoholism and Other Drug Abuse and Dependency Act. Makes a technical change in a Section concerning the short title.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois and the Illinois Public Aid Code. Makes technical changes in Sections concerning criminal history record information and investigation of child care providers.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning construction of the Code.
Amends the Abused and Neglected Long Term Care Facility Residents Reporting Act. Makes a technical change in a Section concerning the short title.
Amends the Criminal Code of 1961. Provides that it is a petty offense for a person to host, permit, allow, or fail to take reasonable steps to prevent an event or gathering at any residence, premises, or on any other private or public property or in any conveyance where illicit drugs or alcoholic liquor are present when the person: (1) knows or reasonably should know that a person under 21 years of age will or does consume or possess any illicit drugs or alcoholic liquor; and (2) fails to take reasonable steps to prevent possession or consumption by the person under 21 years of age.
Amends the Shaken Baby Prevention Act. Makes a technical change in a Section concerning the short title.
