Creates the Illinois Family and Employers Health Care Act. Creates the Illinois Guaranteed Option Act to make health insurance plans and HMOs affordable and accessible. Creates the Illinois Guaranteed Option Premium Assistance Program Act and amends the Illinois Public Aid Code to provide for health insurance premium assistance. Amends the Illinois Insurance Code and other Acts; creates the Office of Patient Protection within the Division of Insurance of the Department of Financial and Professional Regulation. Creates the Comprehensive Healthcare Workforce Planning Act to provide an ongoing assessment of health care workforce trends and other matters. Amends the Loan Repayment Assistance for Physicians Act; changes the short title to the Loan Repayment Assistance for Physicians, Dentists, and Allied Health Professionals Act and adds provisions to cover dentists and allied health professionals. Creates the Community Health Provider Targeted Expansion Act to establish a program of grants for community health providers. Creates the Illinois Efficiency, Quality and Cost Containment Initiative Act to develop a 5-year strategic plan in connection with health care services for chronic conditions. Creates the Illinois Shared Responsibility and Shared Opportunity Assessment Act; imposes on employers a tax on the wages paid to Illinois employees; makes the tax applicable to wages paid on or after January 1, 2010, and requires payment of the tax beginning July 1, 2011.

Amends the Disabled Persons Rehabilitation Act. Makes a technical change in a Section concerning the purpose of the Act.
Amends the Illinois Plumbing License Law. Provides that, if a unit of local government regulates reclaimed water systems, then those reclaimed water systems must meet specific requirements. Effective immediately.
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Creates the State Transportation Policy Committee. Specifies the terms and appointment of the Committee members. Provides that the Department of Transportation, with the advice and approval of the Committee, shall develop a planning process that shall develop and periodically revise a State transportation plan (instead of a "statewide master plan for transportation"). Provides that the purpose of the State transportation plan is to guide program development and foster economical transportation services in all modes of "surface transportation" (instead of ground, air, water, and other modes). Defines "surface transportation". Sets forth the requirements for the State transportation plan. Provides for the development of regional transportation plans by specified metropolitan planning organizations. Sets forth the requirements of the regional transportation plans. Makes other changes. Effective immediately.
Amends the Sexually Violent Persons Commitment Act. Makes a technical change in a Section concerning the civil nature of proceedings.
Directs the Department of Healthcare and Family Services to amend its State Medicaid Plan to reflect that with the increased Federal Medical Assistance Percentage (FMAP), current efforts in serving the needs of beneficiaries will be maintained and expanded in proportion to the FMAP generated by these services.
Creates the Government Services Emergency Budget Implementation Act of 2009. Amends the Illinois Administrative Procedure Act to authorize emergency rulemaking that is not subject to complete JCAR oversight and to suspend rules while duties under a statute are suspended. Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Department, without regard to fiscal year limitations, may settle any public liability self-insurance claim or pay any State employee indemnification claim. Repeals the State Facilities Closure Act. Contains a severability clause. Effective immediately.
Creates the Judicial Campaign Reform Act and amends the Election Code, the State Finance Act, the Illinois Income Tax Act, and the Clerks of Courts Act. Creates a voluntary program of public financing of election campaigns for the offices of judges of the Illinois Supreme Court and Appellate Courts, administered by the State Board of Elections. Establishes funding mechanisms and provides penalties for violations. Sets mandatory contribution limits with respect to all judicial election campaigns. Makes other changes.
Amends the Liquor Control Act of 1934. Allows the issuance of a search warrant for premises in use for residence purposes. Effective immediately.
Creates the Purchase of Care and Grant Adjustment Act of 2009. Applies to purchase of care contracts, grant agreements, and provider agreements that (i) provide service for the disabled or (ii) are between specified State agencies and private community-based providers. Requires annual adjustments in accordance with the non-seasonally-adjusted Employment Cost Index. Repealed on July 1, 2010. Effective immediately.
