Amends the Illinois Public Aid Code. In provisions concerning Medicaid rates for nursing homes, provides that for facilities licensed by the Department of Public Health under the Nursing Home Care Act as skilled nursing facilities or intermediate care facilities, the support component of the rates taking effect on July 1, 2008 shall be computed using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2006, updated for inflation to January 1, 2007. Provides that facilities shall have the support component of their Medicaid rate computed every year using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2 years prior to the year in which the new rate takes effect, updated for inflation to January 1 of the year prior to the year in which the new rate takes effect. Effective immediately.

Amends the School Code. Makes changes concerning school districts certified to be in financial difficulty, a district's account audit, the removal of school board members, the interest of a district's general counsel in contracts, the adoption by a school board of a formal, written financial policy, the development by a school board of a long-term financial plan and a 5-year capital improvement plan, the inclusion of a user-friendly executive summary as part of a district's budget, the inclusion of certain items in the full budget document, school board training on financial oversight, accountability, and fiduciary responsibilities, the establishment of an audit committee, an Education Inspector General, and school board associations. Effective immediately, except that certain provisions take effect July 1, 2009.
Amends the Property Tax Code. Requires each chief county assessment officer in counties with less than 3,000,000 inhabitants to provide to each residential taxpayer a Homestead Assessment Disclosure Document that contains certain disclosures concerning the assessed valuation of homestead property. Requires the Department of Revenue to annually review the disclosures to ensure that they are accurate and that they comply with all applicable laws and rules concerning property valuations. Provides that, if a taxpayer files a complaint before a board of review, then, within 5 days after the complaint is filed, the board of review must provide the taxpayer with a detailed description of the rules and procedures for hearings before the board. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Establishes the After-school Funding Policy Task Force to develop recommendations for the administration and coordination of the after-school, mentoring, and student support line item in the State Board of Education's budget.
Amends the Illinois Income Tax Act. Makes a technical change in a Section concerning the earned income tax credit.
Amends the Illinois Procurement Code. Requires that each Department of Transportation construction contract specify a construction completion date and a monetary penalty against the contractor for each day completion is delayed for a cause attributable to the contractor or a subcontractor. Grants a business that suffers economic losses due to the delay the right to recover those losses from the contractor in the circuit court, up to the contract's penalty amount.
Amends the Downstate Firefighter Article of the Illinois Pension Code. Allows a firefighter to establish creditable service for up to 3 years of service as an on-call firefighter at the rate of one year of creditable service for each 5 years of time spent as an on-call firefighter for a municipality, township, fire district, or volunteer firefighter association. Requires the employing municipality to consent to the establishment of the creditable service and the payment of employee contributions. Provides that "on-call firefighter" includes any firefighter, whether or not he or she is compensated, who is not qualified to participate in a pension fund established under the Code in that capacity. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Services Organization Act, and the Voluntary Health Services Plans Act to require coverage for (1) prescription enteral and oral formulas for home use for which a physician has issued a written order and that are medically necessary for the treatment or management of phenylketonuria or other inherited diseases involving amino acids or other organic acids; (2) up to $2,500 per year worth of food products modified to be low in protein for which a physician has issued a written order and that are medically necessary for the management of phenylketonuria or other inherited diseases involving amino acids or other organic acids; and (3) nonprescription amino acid based elemental formulas, regardless of delivery method, that are medically necessary for the management of phenylketonuria or other inherited diseases involving amino acids or other organic acids. Effective immediately.
Amends the Illinois Governmental Ethics Act. Provides that an elected official of a unit of local government, a school district, or a community college district does not have to file a statement of economic interests in the calendar year in which his or her term ends if the term ends before June 15 and the official is not a candidate for re-election.
Amends the Mechanics Lien Act. Requires that a contractor for improvements of an owner-occupied single-family residence give the owner written notice before filing a lien against any property of the owner. Effective immediately.
