Amends the School Code. In the Section concerning the school building code, provides that the State Board of Education shall require each school district to prepare an indoor air quality policy. Provides that each school district shall annually notify parents about the policy and the school board's approval of that policy and shall provide a copy of the policy along with the notification. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Code of Civil Procedure. Requires the court to determine the total amount payable to all class members of a class action lawsuit if all of the members are paid the amount to which they are entitled pursuant to the judgment. Provides that unpaid residue and the accrued interest on the unpaid residue shall be paid to nonprofit organizations or foundations to support projects that will benefit the class or similarly situated persons or that promote the law consistent with the objectives and purposes of the underlying cause of action. Provides that, if the class action was a consumer class action, then the court shall amend the judgment to direct the defendant to pay the sum of the unpaid residue and the interest on the unpaid residue to the Illinois Class Action Environmental Trust Fund. Creates the Class Action Board. Grants the Board the authority to promulgate rules governing the allocation of monies received pursuant to the Act. Amends the State Finance Act to create the Illinois Class Action Environmental Trust Fund. Effective immediately.
Amends the Medical Patient Rights Act. Provides that any patient who is the subject of a research program, clinical trial or an experimental procedure shall be provided information regarding the results of the research, clinical trial or experimental procedure. Defines "clinical trial".
Amends the Counties Code and the Illinois Municipal Code to authorize the county boards of certain counties to establish rules and regulations and authorizes certain municipal commissions and planning departments to implement a comprehensive plan by ordinance for the provision of public grounds for park districts, fire protection districts, township fire departments, and local law enforcement agencies. Amends the Election Code. Authorizes election authorities to establish special procedures for late voter registration, beginning January 1, 2005. Requires the State Board of Elections to adopt necessary rules.
Amends provisions of the Illinois Human Rights Act. Provides that, for purposes of the Act, discrimination based on national origin includes discrimination based on the language spoken in the place in which a person or one of his or her ancestors was born. Effective January 1, 2005.
Amends the Public Utilities Act. Provides that the Illinois Commerce Commission shall report to the General Assembly whether the rates for retail telecommunications services provided to business end users with 4 or fewer access lines have declined or increased since the enactment of Public Act 92-22. Effective immediately.
