INS CD-HEALTH CARE COOP

Amends the Illinois Insurance Code. Sets forth provisions concerning health care cooperatives. Provides that in addition to all other provisions of the Article concerning domestic mutual companies, a company seeking to organize as a health care cooperative shall meet certain requirements. Sets forth provisions concerning the naming of and applications for entities seeking to organize as health care cooperatives. Amends the Co-operative Act. Exempts domestic mutual insurance companies licensed as health care cooperatives by the Director of Insurance from the prohibition against using the term "Co-operative" as part of a corporate or other business name or title without complying with the provisions of the Co-operative Act. Sets forth provisions concerning health benefit purchasing cooperatives. Provides that the purpose of a health benefit purchasing cooperative is to provide health care benefits for certain eligible individuals under a single group health care policy or plan through a contract between the health benefit purchasing cooperative and an insurer authorized to do health insurance business in the State. Sets forth provisions concerning the design, the articles, the membership basis and capital stock, the membership criteria, the health care benefits, and the annual progress report of health benefit purchasing cooperatives. Effective immediately.

ELEC CD-IND EXPENDITURES

Amends the Election Code. Removes language providing that an independent expenditure made in connection, consultation, or concert with a public official or candidate shall be considered a contribution. Provides that an expenditure is independent of a candidate or political committee if and only if it meets certain conditions. Provides that any person other than a natural person or political committee who makes an independent expenditure supporting or opposing a public official or candidate that, alone or in combination with any other independent expenditure made by the person supporting or opposing that public official or candidate during any 12-month period, equals an aggregate value of at least $3,000 shall file a written disclosure with the State Board of Elections within 2 business days of meeting or exceeding the $3,000 threshold. Provides that a natural person, or any person other than a natural person or political committee, who makes a written disclosure with the Board shall have a continuing obligation to report further expenditures in $1,000 increments. Removes language providing that any entity other than a natural person that makes expenditures in an aggregate amount exceeding $3,000 during any 12-month period supporting or opposing a public official or candidate must organize as a political committee. Provides that the Board may impose a fine for violations of the provisions concerning independent expenditures.

PROCUREMENT-PERFORM CONTRACTS

Amends the Illinois Procurement Code. Provides that State agreements for performance contracting shall be included in the definition of "contract". Provides that a performance contract shall not be entered into for a period of time exceeding 20 years. Provides that installment payment performance contracts and performance-based lease purchase agreements that guarantee energy or operational cost savings shall be for a term not to exceed 20 years. Effective immediately.

SCH CD-REG SUP-SALARY-GRANT

Amends the School Code. Prohibits the salary of the regional superintendent of schools and any assistant regional superintendent or other employee of the regional office of education from being enhanced for administering a grant program with the use of money from the grant or other funds.

CRIM CD-FAILURE REPORT CHILD

Amends the Criminal Code of 1961. Creates the offense of failure to report the disappearance of a child to a law enforcement agency. Provides that a person commits the offense when he or she, as a parent, guardian, or other person having physical custody or control of a child under 13 years of age, willfully or by culpable negligence fails to make contact with or otherwise verify the whereabouts and safety of that child for a period of 24 hours and to immediately report the child as missing to a law enforcement agency after this 24-hour period expires without contact. Provides that a violation is a Class 4 felony.

Amends the Property Tax Code. Provides that if the office of township assessor is discontinued in a township located in a county with 50,000 or more inhabitants, then the county assessor or supervisor of assessments shall assume the duties of the assessor. Amends the Township Code. Provides that if township organization is discontinued in a township located in a county with 50,000 or more inhabitants, then the county board shall assume all powers and duties of the township as a part of their regular duties and receive no additional compensation. Sets forth procedures for the establishment of a committee to oversee the discontinuance process, the keeping of records, and the disposal of township property. Amends the Public Health District Act. Provides that if township organization is discontinued in a township located in a county with 50,000 or more inhabitants, then the county board members shall be the board of health for the public health district. Amends the Highway Code. Provides that if township organization is discontinued in a township located in a county with 50,000 or more inhabitants, then the county superintendent of highways or the county engineer, as applicable, shall assume the duties of highway commissioner. Effective immediately.
