Creates the Wetlands Protection Act. Provides for the regulation of certain wetlands in Illinois. Amends the State Finance Act to create the Wetlands Protection Fund.
Amends the Property Tax Code. Makes a technical change in a Section concerning the definition of "33 1/3%".
Amends the Illinois Clean Indoor Air Act. Provides that a home rule unit of local government or any municipality in this State may regulate smoking in public places. Provides that this regulation must be no less restrictive than the regulation in the Act. Changes the home rule limitation from an absolute preemption to a limitation on the concurrent exercise of home rule power. Maintains the exemption from home rule requirements for home rule units that passed ordinances regulating smoking before October 1, 1989. Limits the concurrent exercise of home rule powers.
Amends the Property Tax Code. Creates the Local Historic Property Tax Abatement Law. Authorizes certain municipalities or counties that have been approved by the Director of Historic Preservation to establish a program to award property tax abatements to property that is listed on the local register of historic places. Sets forth requirements for the ordinance establishing the program. Provides that, if a property is awarded an abatement under the program, then the county clerk shall abate 25% from the total property taxes levied on the property each taxable year. Provides that the abatement must be applied proportionally to the property tax levies of each taxing district that levies a tax on the property.
Amends the School Code. Adds a Section concerning a ban on junk food. Contains only a caption.
Creates the Hospital Charity Care Act. Provides that no hospital or its medical staff shall adopt or maintain admission practices or policies that result in any of the following: (i) a significant reduction in the proportion of patients who have no third-party coverage and who are unable to pay for hospital services; (ii) a significant reduction in the proportion of individuals admitted for inpatient hospital services for which payment is, or is likely to be, less than the anticipated charges for or costs of such services; or (iii) the refusal to admit patients who would be expected to require unusually costly or prolonged treatment for reasons other than those related to the appropriateness of the care available at the hospital. Provides that no hospital shall adopt or maintain practices or policies that would deny access to emergency care based on ability to pay. Requires every hospital to maintain a charity care policy and sliding fee schedule and to provide notice of the policy to patients. Also regulates a hospital's debt collection activities. Provides for administration of the Act by the Department of Public Health.
Creates the Mercury Free Vehicles Act. Contains only a short title provision.
