Amends the Illinois Procurement Code. Permits a State agency to renew or extend a lease of real property or capital improvements without using the request for information selection process if it is in the State's best interest and the Procurement Policy Board does not object (now, permitted only for renewal or extension of leases in effect before July 1, 2002). Effective July 1, 2007.

Amends the Department of Agriculture Law of the Civil Administrative Code of Illinois. Creates the Emerald Ash Borer Revolving Loan Program and the Emerald Ash Borer Revolving Loan Fund. Provides that the program shall provide low-interest or zero-interest loans to units of local government for the reforestation of trees on public lands that are within quarantine areas infested by the emerald ash borer. Provides that a loan for the reforestation of trees on public lands within quarantine areas infested by the emerald ash borer may not exceed $5,000,000 to any one unit of local government. Sets out other terms of the loans awarded under the program. Provides that any loan under this Section made to a unit of local government may not exceed the moneys that the unit of local government expends or dedicates for the reforestation project for which the loan is made. Amends the State Finance Act to create the Emerald Ash Borer Revolving Loan Fund in the Act.
Amends the Wildlife Code. Provides that if a municipality or other unit of local government conducts certain research and finds that the deer population of the municipality or other unit of local government may be managed, using an alternative strategy, in a way that results in sustainable deer populations, then the Department must either (i) permit the municipality or other unit of local government to implement the alternative method of deer population control on the lands of that municipality or other unit of local government; or (ii) provide funding for the municipality or other unit of local government to conduct any additional research, that is requested by the Department, on the alternative deer population control method. Effective immediately.
Creates the School Health Center Act. Requires the Department of Human Services to initiate 20 new school health centers over a 5-year period beginning July 1, 2007, and build capacity with existing school health centers in the State. Effective immediately.
Creates the Illinois Stem Cell Initiative of 2007. Contains only a short title provision.
Amends the Autism Spectrum Disorders Reporting Act. Makes a technical change in a Section concerning the short title.
Creates the Illinois Cool Cities Act. Provides that the Environmental Protection Agency shall provide technical assistance, if needed, to units of local government in the State that have endorsed the U.S. Conference of Mayors Climate Protection Agreement. Provides that any unit of local government may request designation as an Illinois Cool City if the unit of local government has (i) endorsed the U.S. Conference of Mayors Climate Protection Agreement and (ii) prepared and approved a plan to achieve a 7% reduction in greenhouse gas emissions from 1990 levels by the year 2012. Provides for designation of Illinois Cool Cities upon certain findings by the Director of the Environmental Protection Agency. Effective immediately.
Amends the Secretary of State Act. Makes a technical change in a Section regarding the oath of office.
Amends the Illinois Vehicle Code, School Code, Child Passenger Protection Act, and Unified Code of Corrections. Makes various changes regarding: driver education requirements; graduated driver's licenses; instruction permits for minors; curfews for drivers under a specified age; the number of passengers under a specified age allowed in a vehicle driven by a newly licensed driver under a certain age; the use of seat safety belts; the use of wireless telephones by graduated driver's license holders; suspensions of driver's licenses of drivers under age 21 under specified circumstances; required appearances before the presiding judge with a parent or guardian under specified circumstances; vehicle impoundment for drivers arrested for street racing; and other matters. Repeals provisions creating the offense of drag racing. Creates the offenses of street racing and aggravated street racing, and makes conforming changes. Makes other changes. Effective January 1, 2008, except that the provisions amending the School Code are effective July 1, 2008.
Amends the Mercury Fever Thermometer Prohibition Act. Changes the title of the Act to the Mercury-added Product Prohibition Act. Defines "mercury-added product". Provides that on and after July 1, 2008, no person shall sell, offer to sell, or distribute certain mercury-added products in this State. Sets out exceptions to the prohibition. Provides that on and after July 1, 2008, no person may sell, offer for sale, or distribute for promotional purposes a mercury-containing manometer of the type used in milking machines on dairy farms in the State. Provides that the Environmental Protection Agency may participate in the establishment and implementation of a regional, multistate clearinghouse to assist in carrying out the requirements of this Act. Amends the Environmental Protection Act. Provides that beginning July 1, 2008, no person shall accept for use as a teaching aid in a primary or secondary school classroom measuring devices containing mercury added during manufacture including, but not limited to, barometers, manometers, and thermometers. Sets out an exemption for devices containing a button cell battery. Provides that beginning July 1, 2008, no person shall install, sell, or offer to sell or distribute for promotional purposes a mercury-added thermostat. Contains other provisions. Effective immediately.
