PEN CD-ART 3&4-FINANCING-LEVY

Amends the Downstate Police and Downstate Firefighter Articles of the Illinois Pension Code. Provides that, for the 2-year period consisting of taxable years 2010 and 2011, the city council or the board of trustees of the municipality shall annually levy a tax upon all the taxable property of the municipality at the rate on the dollar that will produce an amount for that 2-year period that is the lesser of: (i) the amount levied for taxable year 2009 multiplied by 1.1 or (ii) an amount that, when added to the deductions from the salaries or wages of police officers and firefighters and revenues available from other sources, will equal a sum sufficient to meet the annual actuarial requirements of the pension funds. Effective immediately.

INS CD-COMPETITIVE PROP COV

Amends the Illinois Insurance Code. Provides that if a company authorized to transact the kinds of business related to Class 2 (casualty, fidelity, and surety) or Class 3 (fire and marine) insurance offers a policy of homeowner's insurance that is issued together with a policy of personal property insurance, then such policy must include competitively priced personal property coverage, including coverage options that are less than 80% of the value of the home.

WAGE PAYMENT COLLECT-ATTY FEES

Amends the Illinois Wage Payment and Collection Act. Provides that an employee who prosecutes his or her own claim for wages and prevails in an action in court against an employer shall also be awarded reasonable attorney's fees.

TOXIN FREE KIDS ACT

Creates the Toxin-Free Kids Act. Provides that by July 1, 2010, the Department of Public Health shall, after consultation with the Environmental Protection Agency, generate a list of chemicals of high concern. Sets forth the conditions under which the Department, after consultation with the Agency, may designate a chemical of high concern as a priority chemical. Sets forth the applicability of the Act. Authorizes the Director of the Environmental Protection Agency to accept donations, grants, and other funds in order to carry out the purposes of the Act. Provides that the State may cooperate with other states in an interstate chemicals clearinghouse regarding chemicals in consumer products. Effective immediately.
