Congratulates Adrienne L. Adams, M.D. on her historic election as the first Black woman to serve as president of the Illinois Psychiatric Society. Commends her remarkable career rooted in professional excellence and community service.
Amends the Nursing Home Care Act and the Specialized Mental Health Rehabilitation Act of 2013. Provides that, to facilitate timely applications for Supplemental Security Income or Social Security Disability Insurance, facilities shall assess residents using the Social Security Administration screener to check eligibility for Social Security benefits within 30 days after admission to a facility. If the resident is likely eligible, requires the facility to assist the resident with completing an application within 60 days after admission to a facility. Provides that, within 6 months after the effective date of the amendatory Act, facilities shall conduct a one-time assessment of all current residents and complete a Social Security Administration screener for all residents without income and without a pending Supplemental Security Income or Social Security Disability Insurance application. Twice per year, requires each facility to publicly post on the facility's website the number of residents screened and the number of applications initiated. Effective immediately.
Amends the Township Code. Provides that a participant in a caucus shall not, before or after participating in a township or multi-township caucus, take part in the proceedings of more than one established political party township and multi-township caucus for the same election. Defines "same election" to mean an election in the same township office held during the same election cycle.
Amends the Courses of Study Article of the School Code. Provides that instruction in safety education shall include the risks of firearm ownership and usage for students enrolled in grades 6 through 12. Sets forth what information this instruction must include, provides that the instruction may be taught by a licensed educator, school nurse, or school counselor, provides for student evaluation, and requires the State Board of Education to develop an age-appropriate, trauma-informed curriculum. Amends the School Safety Drill Act. Requires schools to provide, after a lockdown drill has been completed, a forum for trauma-informed discussion with students, parents, and staff regarding any mental health concerns that the impact of the lockdown drill has had on students. Amends the Firearm Dealer License Certification Act. Makes changes to require a certified firearm dealer to provide, at the time of application for a firearm purchase, specified information to increase awareness about the risks posed by firearms in the home and State laws regarding firearm ownership.
Amends the Regional Superintendent of Schools Article of the School Code. Requires the regional superintendent of schools to, beginning on August 7, 2028, exercise and perform all rights, powers, duties, and responsibilities that were vested in or required by law to be exercised and performed by former regional boards of school trustees and appoint a nonpartisan citizens committee consisting of 5 members to conduct the duties of the former regional board of school trustees. Provides that the expiring terms of members of each regional board of school trustees shall be extended so as to terminate on the August 7, 2028. Provides that all books, records, maps, papers, documents, equipment, supplies, accounts, deposits, and other personal property belonging to or subject to the control or disposition of former regional board of school trustees shall be transferred and delivered to the regional office of education or education service center that services the same or substantially similar territory as the former regional board of school trustees. Repeals provisions regarding regional boards of school trustees. Amends various Acts to make conforming changes. Effective immediately.
Amends the Student Confidential Reporting Act to provide that any report or information submitted to a similar independent school helpline to the Safe2Help Illinois program is also confidential, may not be released except as otherwise provided in the Act or in the Juvenile Court Act of 1987, and is not subject to disclosure under the Freedom of Information Act. Provides that a person who intentionally discloses information in violation of the added provision commits a Class C misdemeanor. Defines "similar independent school helpline". Amends the Freedom of Information Act to make conforming changes.
Amends the State Comptroller Act. Creates the Division of Analytics and Consolidation within the Office of the Comptroller. Provides that the Division shall conduct research and analyze data necessary to identify units of local government and services provided by units of local government that should be consolidated. Sets forth provisions concerning making recommendations.
Amends the Developmental Disability and Mental Disability Services Act. In provisions limiting the funding amount for home-based services provided by the Department of Human Services to an adult with a mental disability, provides that the Department may exceed such funding limits for an adult with a mental disability whose service and support needs require a higher level of funding based on a determination of need administered by the Department or its service coordination agent. Provides that such service and support needs must be incorporated into the service plan of the adult with a mental disability and must align with criteria adopted by the Department. Permits the Department to limit the use of the funds to services and supports the adult with a mental disability requires to continue to live in the community. Permits the Department to adopt rules. Effective immediately.
Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, notwithstanding any other provision of law, beginning in levy year 2026, if a specified taxing district provided a property tax abatement under a specified provision of the Energy Community Reinvestment Act in any levy year occurring before the current levy year and if the taxing district was subject to the Property Tax Extension Limitation Law in the levy year of the abatement, then the district's aggregate extension base for each subsequent levy year after the levy year of the abatement but not earlier than levy year 2026 shall be calculated as through the district's aggregate extension for the levy year in which the abatement was granted included the amount of the abatement. Effective immediately.
Amends the Illinois Municipal Code. Provides that if a municipality (rather than any municipality located within DuPage County) belongs to a not-for-profit organization headquartered in the county in which the municipality is located and if that not-for-profit organization is recognized by the Department of Commerce and Economic Opportunity as a certified local tourism and convention bureau entitled to receive State tourism grant funds, then not less than 50% (rather than 75%) of the amounts collected pursuant to the municipal hotel operators' occupation tax and municipal hotel use tax shall be expended by the municipality to promote tourism and conventions within that municipality or otherwise to attract nonresident overnight visitors to the municipality, and the remainder of the amounts collected by the municipality pursuant to the municipal hotel operators' occupation tax and municipal hotel use tax may be expended by the municipality for economic development or capital infrastructure. Removes provisions repealing the municipal hotel operators' occupation tax and the municipal hotel use tax on January 1, 2027. Effective immediately.
