Amends the Children's Product Safety Act. Provides that a "children's product" is one designed or intended for the care of or use by a child under age 12 (instead of under age 6). Replaces the definition of "commercial user" with a definition of "commercial dealer", which includes one who manufactures children's products. Imposes requirements on commercial dealers in children's products with respect to product recalls. Provides that a commercial dealer who violates the Act is subject to a civil penalty not to exceed $1,000 for each day the violation continues (instead of providing that a commercial user who willfully and knowingly violates the Act is guilty of a Class C misdemeanor). Provides that nothing in the Act relieves a commercial dealer from compliance with stricter requirements imposed by a federal agency. Makes other changes. Effective immediately.

Amends the Toll Highway Act. Provides that the Toll Highway Authority has the power to enter into an intergovernmental agreement or contract with a unit of local government or other public or private entity for the collection by electronic means of tolls, fees, or revenues. Effective immediately.
Amends the Motor Fuel Tax Law. Provides that road districts located in Cook County qualify for an allocation of motor fuel tax funds if the road district levied certain taxes for road and bridge purposes in an amount that will require the extension of the tax against the taxable property in the road district at a rate of not less than either .08% of the value thereof or an amount equal to or greater than $12,000 per mile of road under the jurisdiction of the road district, whichever is less (instead of "in an amount that will require the extension of the tax against the taxable property in the road district at a rate of not less than .08% of the value thereof").
Creates the Childhood Hunger Relief Act and amends the School Breakfast and Lunch Program Act. Requires the board of education for certain school districts to utilize available federal funding to establish a school breakfast program and a summer food service program. Provides that applications for participation in the school food programs shall be filed with the State Board of Education and information about the child's status shall be provided by the Department of Human Services upon written request. Makes changes concerning the breakfast incentive program. Effective immediately.
Amends the Election Code. Prohibits the use of a political slogan on the ballot as part of a candidate's name.
Amends the Criminal Code of 1961. Makes a technical change in the financial identify theft Article relating to an offender's interest in the property obtained in the name of the other person.
Amends the School Code. Adds a Section concerning the effects of the transitioning of Maryville Academy on local school districts. Contains only a caption.
Creates the Asthma Inhalers at Recreational Camps Act. Provides that a recreational camp shall permit a child with severe, potentially life-threatening allergies to possess and use an epinephrine auto-injector provided certain conditions are met. Provides that the recreational camp shall obtain information from the child's physician concerning the child's health and proper administration of any medication. Provides that if the conditions of the Act are met, the child may possess and use an epinephrine auto-injector at the recreational camp or at any camp sponsored activity, event, or program. Defines physician and recreational camps.
Creates the Gubernatorial Late Term Appointment Act. Provides that when a lame duck Governor makes appointments that are confirmed by the Senate within the last 60 days of his or her term, the late term appointees serve no longer than the sixtieth day of the succeeding Governor's term. Permits the succeeding Governor to then fill those vacant appointed offices.
Creates a Joint Task Force on Illinois Mobile Homes.
