Amends the Environmental Protection Act. Provides that the Pollution Control Board may not amend or revise its new source review regulations to be less stringent than those that existed on December 30, 2002. Requires the Board, if the Board finds, after a public hearing, that its rules or regulations are not equivalent to or more stringent than the rules or regulations that existed on December 30, 2002, to promptly adopt the rules or regulations that may be necessary to establish, at a minimum, equivalency.
Amends the Illinois Governmental Ethics Act. Makes technical changes in a Section concerning the short title.
Amends the Township Code. Removes a provision that makes a Section concerning the regulation of certain occupations applicable only in counties with a population of less than 3,000,000. Makes corresponding changes.
Amends provisions of the Local Governmental and Governmental Employees Tort Immunity Act concerning a local public entity's duty to maintain its property in a reasonably safe condition for intended and permitted users. Provides that a person riding a bicycle is deemed to be an intended and permitted user of a roadway, except in the case of roadways upon which the use of bicycles is prohibited and the prohibition is indicated by appropriate signage.
Create a Joint Task Force on Illinois Mobile Home Owners.
Amends the Landlord and Tenant Act. Provides that covenants in commercial leases exempting the lessor from liability for property damage are not void as against public policy. Effective immediately.
Creates the Illinois Freedom of Access to Clinic Entrances Act. Creates the offense of unlawful interference with access to reproductive health services. Establishes penalties. Provides that a person aggrieved by a violation of this Act may bring a civil action to enjoin the violation, for compensatory and punitive damages, and for the costs of suit and reasonable fees for attorneys and expert witnesses. Provides that the Attorney General, a State's Attorney, or a municipal attorney may bring a civil action to enjoin a violation of this Act, for compensatory damages to persons aggrieved by a violation of this Act, and for the assessment of a civil penalty against each violator of this Act.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that any person who uses a consumer credit report in connection with the approval of credit, may not lend money, extend credit, or complete the purchase, lease, or rental of goods or non-credit related services without taking reasonable steps to verify the consumer's identity. Provides that if a consumer places a statement with a security alert in his or her file requesting that his or her identity be verified by calling a specified telephone number, any person who receives that statement with the security alert in the consumer's file must take reasonable steps to verify his or her identity by contacting the consumer using the specified telephone number, prior to lending money, extending credit, or completing the purchase, lease, or rental of goods or non-credit related services, with certain exceptions. Provides that a consumer credit reporting agency is required to provide to a consumer information about security alerts and security freezes and their consequences. Prohibits a person or entity from publicly posting or displaying an individual's social security number or doing certain other acts that might compromise the security of an individual's social security number. Provides that a person or entity shall not encode or embed a social security number on a card or document, including a bar code, chip, or magnetic strip.
Creates the Efficiency Illinois Act. Requires the Illinois Commerce Commission to propose, develop, solicit, and monitor energy efficiency and conservation programs and measures. Provides that the Commission shall establish by order or rule that each electric utility and each alternative retail electric supplier supplying electric power and energy to retail customers located in the State of Illinois shall contribute annually a pro rata share of a total amount of no less than $100,000,000 based upon the number of kilowatt-hours sold by each such entity in the 12 months preceding the year of contribution. Provides requirements for the collection of the pro rata shares. Lists the Illinois Commerce Commission's duties related to the energy efficiency and conservation programs. Effective immediately.
