Amends the Condominium Property Act. Requires licensing of managers of community associations. Creates the Community Association Manager Regulatory Commission, whose members are appointed by the Governor, to administer the licensing. Requires the payment of fees. Sets forth licensing requirements. Provides for discipline and other matters. Amends the State Finance Act to create a special fund. Effective July 1, 2009.

Amends the School Code to repeal a Section concerning the canvass of elections. Effective immediately.
Creates the Biomonitoring Safety Net Act. Requires the Department of Public Health, in collaboration with the Illinois Environmental Protection Agency, to establish an Environmental Contaminant Biomonitoring Program to monitor the presence and concentration of designated chemicals in the bodies of the people of this State. Requires the Department and Agency to establish a Scientific Guidance Panel to make recommendations regarding the design and implementation of the Program, including specific recommendations for chemicals that are priorities for biomonitoring, with members appointed by the Governor, the President of the Senate, and the Speaker of the House. Designates the criteria for determining priority chemicals for inclusion in the Program. Requires that biomonitoring findings be disseminated to the general public and the Department, in collaboration with the Agency, submit a report every 2 years to the General Assembly containing the findings of the Program.
Amends the Criminal Code of 1961 concerning the offense of stalking. Includes, in the definition of surveillance, placing an electronic tracking device on the person stalked or the person's property.
Creates the Smoke Free Illinois Act. Sets forth the findings of the General Assembly. Creates several definitions. Prohibits smoking in public places, places of employment, and governmental vehicles. Requires "No Smoking" signs to be posted in each public place and place of employment where smoking is prohibited. Requires ashtrays to be removed from any area where smoking is prohibited. Prohibits smoking in student dormitories, including, but not limited to, sleeping rooms, dining areas, restrooms, laundry areas, lobbies, and hallways, of a building used in whole or in part as a student dormitory that is owned and operated or otherwise utilized by a public or private institution of higher education. Provides that the Department of Public Health, State-certified local public health departments, and local law enforcement agencies shall enforce the provisions of the Act. Sets forth fines for violations of the Act. Provides that the Department, a State-certified local public health department, local law enforcement agency, or any individual personally affected by repeated violations may institute, in a circuit court, an action to enjoin violations of the Act. Prohibits discrimination against individuals who exercise their rights afforded by the Act. Provides that a home rule unit may regulate smoking in public places, but that regulation must be no less restrictive than the provisions in the Act. Prohibits smoking within a minimum distance of 15 feet from entrances, exits, windows that open, and ventilation intakes that serve an enclosed area where smoking is prohibited. Amends the State Mandates Act to require implementation without reimbursement. Repeals the Illinois Clean Indoor Air Act.
Amends the Protection and Advocacy for Mentally Ill Persons Act. Makes a technical change in a Section concerning the short title.
Urges the United States Congress to address certain concerns when considering the reauthorization of the federal No Child Left Behind Act of 2001.

Amends the Children with Disabilities Article of the School Code. Makes changes concerning the identification, evaluation, and placement of children; the impartial due process hearing procedure; the expedited hearing procedure; the selection, training, evaluation, and retention of hearing officers and other matters concerning hearing officers; and the evaluation of the impartial due process hearing system.
Amends the Environmental Protection Act. Sets forth restrictions on the disposal of covered electronic devices. Creates the Electronics Recovery and Recycling Fund as a special fund in the State Treasury. Sets forth fees that must be paid by a retailer upon the sale of certain electronic products and requires that the moneys from the fees be deposited into the Fund. Sets forth the purposes for which the moneys in the Fund may be used. Requires retailers of electronic products to file a quarterly return concerning the fees for the sale of electronic products. Sets forth the procedures for the Department of Revenue's collection of the fees. Provides that any retailer who: fails to make a return; makes a fraudulent return; or willfully violates any rule or regulation of the Department of Revenue for the administration and enforcement of the fee is guilty of a Class 4 felony. Requires the Environmental Protection Agency to submit a report to the General Assembly before January 1, 2008 concerning the recycling of electronic products. Authorizes the Agency to propose regulations for a program requiring manufacturers to accept for disposal any electronic product that they have manufactured. Establishes an advisory committee concerning electronic products. Amends the State Finance Act to create the Electronics Recovery and Recycling Fund. Effective January 1, 2006.
