Amends the Military Leave of Absence Act. Requires that a full-time employee of the State, a unit of local government, or a school district who is a member of a reserve component of the U.S. Armed Forces or the Illinois State Militia must be given a leave of absence for any training or duty required by the U.S. Armed Forces not otherwise covered by the Act. If the employee's military pay for that training or duty is less than his or her compensation from the public employer, requires that during the leave the employee receive his or her public employment compensation, minus the amount of the military pay.

Establishes a joint legislative and gubernatorial commission to launch a review of the future financing of the State's Medicaid program.
Amends the Drug Paraphernalia Control Act. Provides that "drug paraphernalia" includes individual tobacco wrappers, known as blunt wraps, whether in the form of a single tobacco leaf, sheet or tube, that typically consists of reconstituted tobacco leaf or flavored tobacco leaf; Provides that "blunt wrap" does not include a tobacco leaf wrap that is used in the manufacturing of a cigar with a pre-tax retail price of $3 or more. Effective immediately.
Amends the Consumer Installment Loan Act. Makes a technical change in a Section concerning a license required to engage in the business of making loans of money in a principal amount not exceeding $25,000.
Amends the Emergency Medical Services (EMS) Systems Act. Provides that the Director of the Illinois Department of Public Health shall develop a working group to advise the Department on Primary Stroke Center Systems; that this work group shall have representation from the following groups: EMS Medical Directors; hospital administrators; neurologists from accredited Primary Stroke Centers; EMS Coordinators; stroke advocates; fire chiefs in Illinois; private ambulance providers; and a representative from the State Emergency Medical Services Advisory Council; and that this group shall also develop and submit a statewide stroke assessment tool to the Department for final approval, a copy of which shall be disseminated to all EMS Systems for adoption no later than January 15, 2011. Effective immediately.
Creates the Green Infrastructure for Clean Water Act. Requires the Illinois Environmental Protection Agency to adopt comprehensive storm water management rules that meet certain requirements by July 1, 2012. Requires the Agency, beginning in 2010, to implement a storm water permit fee program adequate to support the adoption and implementation of State storm water regulations as required by the Act. Requires the Agency to establish a Statewide standard for storm water management programs in order to transition toward the use of green infrastructure as the predominant storm water management strategy. Requires the Agency to review its rules on the distribution of money from the Water Revolving Fund and to endeavor to establish new criteria which prioritize the use of green infrastructure in all projects involving storm water management and water efficiency.
Creates the Prescription Record Privacy Act. Provides for the protection of the confidentiality of prescription records identifying a patient or a doctor or other health care professional licensed to prescribe medications by prohibiting the use of such information for marketing purposes. Amends the Consumer Fraud and Deceptive Business Practices Act to provide that any person who knowingly violates the Prescription Record Privacy Act commits an unlawful practice within the meaning of the Act. Effective immediately.
Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that within 180 days the effective date of this amendatory Act, the Department shall promulgate rules which permit a person with a criminal record, who seeks a license or certificate, to apply to the Department for an opinion as to whether his or her criminal record would bar the individual from the licensure or certification sought, should the individual meet all other licensure requirements including, but not limited to, the successful completion of the relevant examinations. Provides that the Department shall establish a schedule of fees for the issuance of the opinion. Provides that if the person applies for the license or certificate within 2 years of the Department issuing its opinion on his or her eligibility for such license or certificate, his or her application fee for the license or certificate shall be reduced by the amount of the opinion fee paid under this subsection. Effective immediately.
Creates the Finance Emergency Budget Implementation Act of 2009. Amends the Illinois Administrative Procedure Act to authorize emergency rulemaking that is not subject to complete JCAR oversight and to suspend rules while duties under a statute are suspended. Amends the State Finance Act. Provides that for the fiscal year ending June 30, 2010, the annual amount required for transfers from the General Revenue Fund to each of the special funds from which payments are to be made under certain provisions of the Horse Racing Act of 1975 shall not exceed 92% (instead of 100%) of the annual amount for those payments from that special fund for the calendar year 1998 for the Agricultural Premium Fund; the Fair and Exposition Fund; the Standardbred Breeders Fund; and the Thoroughbred Breeders Fund. Provides that an annual $5,000,000 transfer from the General Revenue Fund to the Comprehensive Regional Planning Fund shall end on June 30, 2009. Amends the Downstate Public Transportation Act. Provides that the monthly transfer of certain use and occupation tax revenue from the General Revenue Fund to the Downstate Public Transportation Fund and the Metro-East Public Transportation Fund shall end on June 30, 2009. Provides that any moneys remaining in the Downstate Public Transportation Fund or the Metro-East Public Transportation Fund after the final payments have been made to participants in each fiscal year shall be transferred to the General Revenue Fund. Amends the Regional Transportation Authority Act. In a Section concerning the Public Transportation Fund, provides that specified transfers of moneys from the General Revenue Fund to the Public Transportation Fund end June 30, 2009. Repeals the State Facilities Closure Act. Contains a severability clause. Effective immediately.
Creates the Child-Safe Chemicals Act. Beginning July 1, 2010, prohibits the sale or distribution of products intended for a child under 3 years of age that are used to contain food or liquid if the product contains bisphenol A. Authorizes participation in an interstate clearinghouse. Requires certain notifications and imposes penalties. Provides for enforcement by the Attorney General. Effective immediately.
