Amends the Ambulatory Surgical Treatment Center Act. Makes a technical change in the Section concerning the short title.
Creates the Public-Private Partnerships for Transportation Act. Contains a statement of public policy and legislative intent. Grants to the Illinois Department of Transportation and the Illinois State Toll Highway Authority the necessary powers for the development, financing, and operation of transportation projects through public-private agreements with one or more private entities. Contains provisions regarding procurement, agreements, development and operations standards for transportation projects, financial arrangements, acquisition of property, labor matters, law enforcement, property, powers, prohibitions, and other matters. Amends the Department of Transportation Law of the Civil Administrative Code of Illinois; Illinois Finance Authority Act; Illinois Procurement Code; Public Construction Bond Act; Employment of Illinois Workers on Public Works Act; Business Enterprise for Minorities, Females, and Persons with Disabilities Act; Retailers' Occupation Tax Act; Property Tax Code; Toll Highway Act; and Prevailing Wage Act to implement and conform to the new Act. Makes other changes. Effective immediately.
Amends the Illinois Public Aid Code. Requires the Department of Human Services to establish a co-payment scale that provides for cost sharing by families that receive child care services, including parents whose only income is from assistance under the Code (rather than the Department shall require co-payments for child care services by any parent, including parents whose only income is from assistance under the Code). Provides that the co-payment shall be based on family income and family size and may be based on other factors as appropriate (rather than based on family income, family size, and the number of children in care). Provides that co-payments may be waived for families whose incomes are at or below the federal poverty level (rather than co-payments shall not be increased due solely to a change in the methodology for counting family income). Effective immediately.
Amends the Metropolitan Pier and Exposition Authority Act. Makes a technical change in a Section concerning purchases.
Amends the Petroleum Equipment Contractors Licensing Act. Defines "licensee". Deletes the requirement that each investigator shall have a minimum of 2 years of investigative experience out of the proceeding 5 years prior to being employed by the State Fire Marshal to enforce the Act. Deletes provisions requiring the Office of the State Fire Marshal to adopt rules regarding training required for personnel engaged in Underground Storage Tank activity regulated under the Act. Makes changes in provisions concerning applications and issuance and renewal of licenses. Makes other changes. Amends the Regulatory Sunset Act. Extends the repeal date for the Petroleum Equipment Contractors Licensing Act to January 1, 2022 from January 1, 2012. Effective immediately.
Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code. Deletes a provision that requires the authorized agent of a participating municipality or participating instrumentality to be a member of the fund. Deletes a provision that prohibited certain employers from electing a 1,000-hour participation standard based on their original date of participation. Authorizes retired members who return to work for an IMRF employer to keep their pension even if employed in a position requiring less than the employer's standard for participation in IMRF. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Governmental Ethics Act. In provisions governing the Internet-based filing of statements of economic interests with county clerks, corrects a reference to an erroneous Section number. Replaces a provision that mandated the Internet-based filing of statements of economic interest with a provision that authorizes the filing of those statements by Internet or by standardized form. Effective immediately.
Amends the Criminal Code of 1961. Provides that any order of probation or conditional discharge entered following a conviction or an adjudication of delinquency for hate crime shall include a condition that the offender enroll in an educational program discouraging hate crimes if the offender caused criminal damage to property consisting of religious fixtures, objects, or decorations. Provides that the educational program may be administered, as determined by the court, by a university, college, community college, non-profit organization, or the Holocaust and Genocide Commission. Effective January 1, 2012.
