Amend the Illinois Vehicle Code. Provides that the decision whether to rescind (rather than the decision to rescind) an implied consent suspension is based upon the totality of the evidence in a hearing which the Secretary of State has jurisdiction based on implied consent to testing of the person's blood, breath, or urine for the presence of alcohol, drugs, or intoxicating compounds. Adds the offense of aggravated fleeing or attempt to elude a peace officer to the list of violations that if the holder of a Monitoring Device Driving Permit (MDDP) is convicted of or receives court supervision for that violation, the MDDP will be cancelled. Provides that a person who has received a statutory summary suspension and also had a MDDP cancelled, or would have been cancelled had notification of a violation been received prior to expiration of the MDDP, will have their driving privileges suspended for a period of not less than twice the original summary suspension period, or for another specified time period, and during the period of suspension, the person may apply for a restricted driving permit, which must comply with the standards set forth in the Secretary of State's Blood Alcohol Ignition Interlock Device (BAIID) program (instead of only being allowed to operate vehicles equipped with an ignition interlock device). Effective immediately.

Amends the Children with Disabilities Article of the School Code. Makes a technical change in a Section concerning definitions.
Amends the School Code. Creates the Innovation, Intervention, and Restructuring Task Force for the purpose of developing strategies to allow for the innovation, intervention, and restructuring of schools, including those that need comprehensive or focused intervention. Requires the task force to submit its strategies for allowing intervention and innovation, in the form of recommendations, in a comprehensive report to the Governor, the General Assembly, and the State Superintendent of Education not later than December 31, 2009. Effective immediately.
Amends the Personnel Code. Makes a technical change in a Section concerning the short title.
Amends the Public University Energy Conservation Act. Provides that "energy conservation measure" includes construction of a new building or facility that is designed to reduce energy consumption or operating costs.
Congratulates Joseph Devlin on the occasion of his retirement as a Roselle Village Trustee.
Urges the City of Chicago to cease its attempts to collect the personal property lease transaction tax on non-city residents in suburban areas.
Creates the Joint Committee on Government Reform to stand ready to work with the Governor and others to restore integrity to State government.
Creates the Midwifery Licensure Act. Provides for the licensure of midwives by the Department of Financial and Professional Regulation. Grants rulemaking authority to the Department and provides that the rules shall include the establishment of criteria for licensure, professional conduct, and discipline. Creates the Illinois Midwifery Board. Sets forth provisions concerning informed consent, qualifications, licensure, title, continuing education, exemption from civil liability, and vicarious liability. Amends the Regulatory Sunset Act to set a repeal date for the new Act of January 1, 2018. Amends the Good Samaritan Act to provide for the exemption from civil liability.
Creates the Gambling Expansion Referendum Act. Requires a statewide advisory referendum at the 2008 general election. Sets forth the following question: "Should the General Assembly pass a massive expansion of legalized gambling in Illinois, an expansion that may include creating a new major casino in Chicago and one or more new riverboat casinos, allowing 24-hour gambling at racetracks and online gambling, thereby putting Illinois third in the nation, after Nevada and New Jersey, in the overall size of legalized gambling?". Repeals the Act January 1, 2009. Effective immediately.
