Amends the Fire Protection District Act. Provides that the board of trustees of a fire protection district may accumulate funds for the purpose of providing a reserve for operating expenses of the fire protection district in an amount not exceeding 3 times the average annual operating expenses of the fire protection district and may annually levy taxes for such purposes in excess of current requirements for its operating expenses but subject to specified tax rate limitations. Effective immediately.

Appropriates $45,000,000 from the General Revenue Fund to the Department of Human Services to fund a $0.50-per-hour wage increase for non-executive staff of private-sector agencies serving individuals with developmental disabilities. Effective July 1, 2009.
Appropriates $22,500,000 from the General Revenue Fund to the Department of Human Services for all costs associated with a $0.50 per-hour wage increase for nonexecutive staff of private-sector agencies serving individuals with developmental disabilities, beginning January 1, 2009. Effective immediately.
Amends the Toll Highway Act. Provides that the Toll Highway Authority must send a toll violation notice to the registered owner of a vehicle at the address on the plate registration if the owner has accrued 3 or more toll violations. Provides that, if the Toll Highway Authority fails to notify the owner, the Toll Highway Authority may not charge penalties on the fine and must allow the individual to participate in a payment plan. Provides that the Toll Highway Authority must notify users of its electronic toll collection system who pay cash when the balance in the user's account is less than $10.
Amends the Illinois Public Aid Code, the Illinois Marriage and Dissolution of Marriage Act, the Non-Support Punishment Act, and the Illinois Parentage Act of 1984. Provides that the court may order, if it is in the best interest of the minor child on whose behalf support payments are ordered, the custodial parent to provide an accounting of expenditures of support funds. Requires the moving party to certify that a motion for an accounting is well grounded and not brought for an improper purpose. Provides that the court may order the custodial parent to produce verification of the expenses and may enter any orders necessary to ensure that the funds are expended in the best interest of the child. Effective January 1, 2011.
Amends the Election Code. Authorizes binding initiatives to be placed on the ballot by electors of units of local government.
Creates the Illinois Reform Commission Implementation Act of 2009. Contains only a short title provision.
Amends the Child Care Act of 1969. Requires the Department of Children and Family Services to send a notice to all parents of children residing within or being cared for by a child care facility upon any indicated finding made by the Department during an examination of the facility. Provides that upon any indicated finding by the Department during an examination of a day care center, day care home, or group day care home, a notice of such finding must be posted upon the main door of the day care center, day care home, or group day care home. Requires the Department to post information concerning any indicated findings made during an examination of a day care center, day care home, or group day care home on its Internet website.
Provides for appointment of a Task Force on Consolidating Special Elections to study the feasibility of consolidating special elections to fill vacancies from Illinois in the United States Senate and House of Representatives.
Amends the Election Code. Provides that the limit of 3 public questions per election in a political subdivision does not apply when a fourth public question is non-advisory and initiated by electors if the first 3 public questions are advisory propositions initiated by resolution. Effective immediately.
