CRIM CD-PARENTING,CUSTODY TIME

Amends the Illinois Public Aid Code and the Illinois Parentage Act of 1984. Provides that in a proceeding under the Illinois Parentage Act of 1984, except in a case in which a party is in default, the court shall (instead of may, and upon request of a party shall) order or direct the mother, child, and alleged father to submit to DNA tests; provides an exception if both the mother and the alleged father have signed a waiver stating that (i) they have been informed of the requirement of DNA testing and (ii) they expressly waive that requirement. Provides that the Department of Healthcare and Family Services may not make an administrative determination of paternity, and the court may not enter a judgment of parentage, unless (1) the results of DNA tests of the mother, child, and alleged father have been admitted into evidence (provided that if a party is in default, the results of a DNA test need not be admitted into evidence) or (2) both the mother and the alleged father have signed a waiver stating that they have been informed of the requirement of DNA testing and they expressly waive that requirement. Requires the Department of Healthcare and Family Services to prescribe the form of the waiver and distribute copies of the waiver form to the circuit courts of the State. Effective immediately.

LAW ENFORCEMENT-DRUG TEST

Creates the Law Enforcement Zero Tolerance Drug Policy Act. Provides that a law enforcement officer who tests positive during a drug test administered by his or her employer or who refuses to submit to a drug test as ordered by his or her employer shall be discharged from employment pursuant to the disciplinary procedures of the employer. Limits the concurrent exercise of home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.

TOLL HIGHWAY-IPASS

Amends the Toll Highway Act. Provides that the Illinois State Toll Highway Authority must send a toll violation notice to the registered owner of a vehicle at the address on the plate registration if the owner has accrued 3 or more toll violations. Provides that, if the Authority fails to notify the owner, the Authority may not charge penalties on the fine and must allow the individual to participate in a payment plan. Provides that the Authority must notify users of its electronic toll collection system who pay cash when the balance in the user's account is less than $10.

VEH CD-ADMINISTRATIVE IMPOUND

Amends the Illinois Vehicle Code. Provides that any municipality may, consistent with the new provision, establish by ordinance procedures for the release of properly impounded vehicles that were used in the commission of specified offenses and for the imposition of a reasonable administrative fee related to the municipality's administrative and processing costs associated with the removal, impoundment, storage, and release of the vehicle. Provides that the administrative fee shall be waived by the municipality upon verifiable proof that the vehicle was stolen at the time the vehicle was impounded. Lists the costs for which fees may be imposed. Provides that the registered owner of the impounded vehicle is entitled to a hearing to contest the imposition of fees.

LQR CONTROL ACT-BOTTLE SERVICE

Amends the Liquor Control Act of 1934 if and only if Senate Bill 948 of the 94th General Assembly becomes law. In a provision involving a prohibition against happy hours, provides that nothing in the provision shall be construed to prohibit a licensee from selling bottles of spirits and delivered to 4 or more people at one time. Effective immediately.

PEN CD-DEFERRED COMP-COGFA

Amends the Illinois Pension Code. In provisions concerning the State Employees Deferred Compensation Plan, provides that the Illinois State Board of Investment may not (i) select any life insurance or annuity contract or mutual fund, or any other investment vehicle, as an investment vehicle or (ii) enter into any contract after the effective date of the amendatory Act or make any amendment to a contract entered into on or before the effective date of the amendatory Act, unless it is first reviewed and approved by the Commission on Government Forecasting and Accountability. Effective immediately.

MARRIAGE-VISITS-ELEC COMM

Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that upon motion by either parent, the court may grant a reasonable amount of electronic communication at reasonable hours to a parent at times during which the child is not in the parent's physical custody. Sets forth provisions governing such electronic communication. Provides that the court may not use the availability of electronic communication as a factor in support of the request of a custodial parent to remove a child from the area or the State, and that the parent seeking removal shall be responsible for the costs of providing any court ordered electronic communication equipment. Effective immediately.

PROP TX-APPEALS

Amends the Property Tax Code. Requires each chief county assessment officer in counties with less than 3,000,000 inhabitants to provide to each residential taxpayer a Homestead Assessment Disclosure Document that contains certain disclosures concerning the assessed valuation of homestead property. Requires the Department of Revenue to annually review the disclosures to ensure that they are accurate and that they comply with all applicable laws and rules concerning property valuations. Provides that, if a taxpayer files a complaint before a board of review, then, within 5 days after the complaint is filed, the board of review must provide the taxpayer with a detailed description of the rules and procedures for hearings before the board. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
