Creates the Disposable Food Service Container Act. Provides that, beginning January 1, 2030, a person may not sell or distribute in this State a disposable food service container that is composed in whole or in part of polystyrene foam. Specifies that the prohibition does not apply to any activity authorized under an ordinance or resolution adopted by a unit of local government on or before January 1, 2024 or with respect to sales made to a unit of local government for use by the unit of local government for its internal operations. Sets forth penalties for violations of the Act. Limits home rule powers. Effective immediately.

Acknowledges the accomplishments and implementation progress of the Kinship in Demand (KIND) Act. Urges the Illinois Department of Children and Family Services (DCFS) to aggressively continue implementation of the KIND Act to deliver permanency to more children and to keep families together even when reunification is not possible. Urges DCFS to execute needed revisions to Rule 415 one year after all statutory provisions went into effect. Urges DCFS to actively pursue the recently announced federal funding opportunities by the U.S. Department of Health and Human Services Administration for Children & Families to support kinship navigator services and to bolster the implementation of the KIND Act. Urges DCFS to provide continual, updated training opportunities and resource materials for staff. Urges the Administrative Office of the Illinois Courts to provide effective statewide judicial education on the KIND Act. Supports the judiciary's efforts to diligently implement the components of the KIND Act.

Declares July 2026 as LGBTQIA+ Veterans Month in the State of Illinois. Calls upon all residents to honor the service of LGBTQIA+ veterans, support their pursuit of justice, and celebrate their enduring contributions to our nation and our community.

Amends the Preventing Sexual Violence in Higher Education Act. Makes changes concerning definitions. Requires a higher education institution's comprehensive policy to include sexual harassment. Provides that a confidential advisor is separate from a complaint advisor, unless a complainant chooses to have the confidential advisor also serve as the complaint advisor. Makes changes to the complaint resolution procedure, including the timeline of the complaint resolution procedure, protective measures and accommodations, the distribution of evidence that includes a private or intentionally digitally altered sexual image, the direct questioning of either party, support persons for survivors and respondents, and the notice of appeal. Provides that violations of the Act are actionable in civil court. Sets forth the relief a prevailing survivor is entitled to. Amends the Code of Civil Procedure to make changes concerning confidential advisors. Makes other changes. Effective July 1, 2027.

Amends the Affordable Housing Planning and Appeal Act. Requires non-exempt local governments to provide residents with notice and the opportunity for comment at a public hearing prior to adopting an affordable housing plan. Requires a non-exempt local government to provide proof of its compliance with the notice and public hearing requirements when it submits a copy of its affordable housing plan to the Illinois Housing Development Authority. Expands the list of information that must be provided in the affordable housing plan to include, (i) an identification of "specific lands" (rather than "lands") within the jurisdiction that are most appropriate for the construction of affordable housing, (ii) proposed timelines to commence "specific actions and deadlines" (rather than "actions") to implement the components of the affordable housing plan, and (iii) incentives, including certain measures to address the need for affordable housing, that the local government may provide for the purpose of attracting affordable housing. In a provision permitting certain persons to appeal a local government's denial of a proposed affordable housing plan, expands the list to include a service provider that is under contract to provide services for potential residents of a proposed supportive housing project or community-integrated living arrangement that is included in the proposed affordable housing plan. Contains provisions concerning final actions or decisions by the governing body of the local government on the proposed affordable housing plans; appeal procedures and timelines; and other matters. Expands the Illinois Housing Development Authority's rulemaking authority to include the adoption of rules and regulations concerning the substance of affordable housing plans consistent with the changes made in the amendatory Act.

Amends the Code of Civil Procedure. Deletes provisions that a defendant may refuse to waive service of summons. Provides that if a defendant located within the United States fails, without good cause, to sign and return a waiver requested by a plaintiff located within the United States, the court must impose on the defendant (1) the expenses later incurred in making service and (2) the reasonable expenses, including attorney's fees, of any motion required to collect those service expenses.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires hospitals and birthing centers to adopt and maintain written policies and procedures authorizing a patient enrolled in the medical assistance program to select an Illinois Medicaid certified and enrolled doula of the patient's choice to accompany the patient within the facility's premises for the purposes of providing support before, during, and after labor and childbirth, and during the patient's entire postpartum stay. Provides that the doula shall be considered part of the patient's care team and shall not be counted as a support person or against any guest quota. Requires hospitals and birthing centers to provide a written copy of their policies and procedures to maternity patients, the facilities' maternity health care providers, and any other person at the patient's request. Requires publication of the written policies on each facility's website. Contains provisions concerning hospital and birthing center liaisons and doulas certification acknowledgment requirements. Permits the Department of Healthcare and Family Services and the Department of Public Health to establish standing recommendations to meet Centers for Medicare and Medicaid Services requirements and ensure access to preventive services, including Medicaid-covered maternal and reproductive health supports and services.

Amends the Open Space Lands Acquisition and Development Act. Provides that a distressed location project that is located within a distressed community shall be eligible for assistance of up to 100% for the acquisition of open space lands and for capital development and improvement proposals that are in conformity with the purposes of the Act. Specifies that a project that is located within a distressed community, regardless of whether the project is located within a distressed location, is eligible for assistance up to 90% for the acquisition of open space lands and for capital development and improvement proposals that are in conformity with the purposes of the Act. Provides that a distressed location project that is not located in a distressed community shall be eligible for assistance of up to 75% for the acquisition of open space lands and for capital development and improvement proposals that are in conformity with the purposes of the Act. Directs the Department of Natural Resources to prioritize the making of grants under the Act for projects that are located in distressed locations and distressed communities. Sets limits on the appropriated amounts that may be used for grants to distressed communities and distressed locations. Repeals a provision that required the Department of Natural Resources to prepare a Distressed Local Government Report. Repeals provisions that define terms. Adds other definitions. Amends the Illinois Administrative Procedure Act. Grants emergency rulemaking powers to the Department of Natural Resources.

Amends the Pharmacy Practice Act. Provides that the Department of Financial and Professional Regulation shall authorize the examination of applicants as pharmacists at such times and places as it may determine (rather than not less than 3 times per year). Provides that the Department and the Board of Pharmacy shall regularly monitor the North American Pharmacist Licensure Examination or its successor to ensure that the examination of applicants is of a character to give a fair test of the qualifications of the applicant to practice pharmacy. Provides that applicants for examination as pharmacists for the calendar years 2025, 2026, and 2027 shall be required to pass only the North American Pharmacist Licensure Examination. Provides that the results from the Multistate Pharmacy Jurisprudence Examination for such applicants shall be disregarded and shall not prohibit an applicant who has successfully passed the North American Pharmacist Licensure Examination from engaging in the practice of pharmacy. Provides that applicants for examination as pharmacists shall be required to pay, either to the Department or the National Association of Boards of Pharmacy (rather than the designated testing service), a fee covering the cost of providing the examination. Provides that the Department shall notify applicants taking the examination of their results no later than 2 weeks after (rather than within 7 weeks of) the examination date. Makes conforming changes.

Amends the Zoning Division of the Illinois Municipal Code. Removes a provision giving the corporate authorities in each municipality the power to classify, to regulate, and to restrict the use of property on the basis of family relationship. Provides that the powers enumerated in provisions relating to zoning powers of a municipality may not be used in any way that violates or otherwise contradicts any other applicable State or federal law, including the federal Fair Housing Act and the Americans with Disabilities Act. Prohibits a municipality from adopting zoning regulations that prohibit 2 or more individuals who are not related by blood from living together in the same residence. Provides that a municipality may not adopt zoning regulations that prohibit the creation of a community-integrated living arrangement or housing for a community-integrated living arrangement. Limits home rule powers.
