Amends the Abused and Neglected Child Reporting Act. In the definition of "abused child", provides that an abused child means a child whose parent or immediate family member, or any person responsible for the child's welfare, or any individual residing in the same home as the child, or a paramour of the child's parent commits the act of grooming a child for the purpose of establishing or attempting to establish a romantic or sexual relationship (rather than commits the offense of grooming, as defined in the Criminal Code of 2012). Effective immediately.

Creates the Adequate and Equitable Public University Funding Act. Provides that all general operating expenses for public universities shall be distributed by the Board of Higher Education through a funding formula for eligible public institutions and shall be administered by the Board. Defines "eligible public institution". Sets forth provisions concerning the adequacy targets and resource profiles of eligible public institutions. Provides for the distribution of State appropriations and the calculation of the base funding minimum for each eligible public institution. Provides that the Board shall oversee an accountability and transparency framework for assessing the distribution and use of all funds appropriated by the funding formula and evaluating the funds' effects on institutional outcomes pertaining to student affordability, enrollment, persistence, and outcome metrics. Provides for reporting and the establishment of an Accountability and Transparency Committee. Provides that the Board shall establish a Funding Formula Review Panel tasked with studying and reviewing topics pertaining to the implementation and impact of the funding formula. Contains provisions concerning the Board's annual budget request and the collection of data. Amends the Board of Higher Education Act. Removes certain provisions concerning budget proposals. Effective immediately.

Creates the Illinois Menopause Equity and Care Act. Amends the Department of Public Health Powers and Duties Law. Requires the Department of Public Health to create educational materials regarding menopause, including symptoms, treatment options, and patient rights for distribution to the public online. Amends the Illinois Insurance Code. Provides that on or after January 1, 2028, all individual and group health insurance policies issued, renewed, or amended must provide coverage for medically necessary evaluation and treatment of perimenopause and menopause as determined by a licensed health care provider using evidence-based guidelines. Amends the Medical Practice Act of 1987. Provides if a licensee treats or evaluates patients suffering from menopause-related conditions, 5 hours of the required 50 hours must include continuing education on menopause care, including management of symptoms, hormonal and non-hormonal therapies, and bone health. Amends the Illinois Human Rights Act. Defines "menopause-related condition" includes perimenopause, menopause, and associated medical or symptomatic conditions, including, but not limited to, vasomotor symptoms, sleep disruption, cognitive or mood changes, and osteoporosis-related changes. Provides that it is a civil rights violation to unlawfully discriminate because of a menopause-related condition or fail or refuse to provide reasonable accommodations.

Creates the Family Justice Centers Act. Authorizes cities, counties, the State, and community-based nonprofits to establish multiagency, multidisciplinary Family Justice Centers to serve survivors of domestic violence, sexual violence, stalking, and human trafficking. Sets requirements for center operations, including survivor consent and confidentiality policies, privacy protections, collaboration with law enforcement and community providers, operating agreements, survivor feedback processes, and annual training standards. Provides a framework for coordinated service delivery among participating agencies. Declares findings. Defines terms.

Amends the School Code. In a provision concerning twice-exceptional children, changes references from "children" to "students" and defines "twice-exceptional student". Provides that in the development of an individualized education program (IEP) or federal Section 504 plan for a twice-exceptional student, if the student's ability or achievement indicates that the student would benefit from advanced academic programs, then those abilities or achievement levels shall be recognized and addressed in the student's IEP or Section 504 plan and be reflected in the individualized services, goals, accommodations, and objectives for the student, while continuing to provide appropriate services and support for the student's disabilities in all educational settings. Sets forth what the services, goals, objectives, accommodations, and best practices for identifying and addressing the educational and related needs of a twice-exceptional student may include. Effective immediately.

Amends the Environmental Protection Act. Provides that, beginning January 1, 2027, upon receipt of certain air pollution control construction permit applications, the Environmental Protection Agency shall evaluate (i) whether the applicable source falls within an area of environmental justice concern and, if so, notify specified persons; (ii) whether emissions can be reduced or limited; (iii) whether additional air quality modeling is needed; and (iv) whether specified permit enhancements are needed. Requires the Agency's permitting decisions to be informed by the applicant's history of violations of environmental laws and other factors. Allows the Agency to adopt rules. Amends the Environmental Justice Act. Establishes the Office of Environmental Justice within the Environmental Protection Agency to coordinate the integration of environmental justice into Agency programs and for other purposes. Requires the Director of the Environmental Protection Agency to appoint an Environmental Justice Officer to administer the Office of Environmental Justice. Effective immediately.

Amends the Illinois Insurance Code. Requires every insurer to provide in each group or individual policy, contract, or certificate of insurance issued or renewed for persons who are residents of the State, coverage for screening by low-dose mammography for all patients 30 (instead of 35) years of age or older for the presence of occult breast cancer within the provisions of the policy, contract, or certificate. Requires coverage for a baseline mammogram for patients 30 to 34 (instead of 35 to 39) years of age and an annual mammogram for patients 35 (instead of 40) years of age or older. Effective January 1, 2027.

Amends the Job Opportunities for Qualified Applicants Act. Provides that, unless driving is an essential job function or is related to a legitimate business purpose for a position, an employer or employment agency shall not: (1) refuse to hire, segregate, or act with respect to recruitment, hiring, promotion, renewal of employment, selection for training or apprenticeship, discharge, discipline, tenure or terms, or privileges or conditions of employment on the basis of an applicant or employee not possessing a driver's license; or (2) include a statement in a posting for a job opening for the position that an applicant must have a valid driver's license. Defines "driver's license". Effective January 1, 2027.

Amends the Equitable Restrooms Act. Provides that the owner or operator of each State-owned building and the owner or operator of each public building (rather than only the owner or operator of each State-owned building) shall (1) ensure that one or more of the public restrooms is designated as an adult changing station, with certain requirements, (2) maintain, repair, and replace each adult changing table as necessary, (3) clean each adult changing station with the same frequency as the other public restrooms, and (4) provide sufficient floor space to comply with the Americans with Disabilities Act. Provides that the owner or operator of each State-owned building and the owner or operator of each public building (rather than only the owner or operator of each State-owned building) shall ensure that the entrance to each restroom has conspicuous signage and that the central directory for the building, if it exists, indicates the location. Provides that any public building or State-owned building that is constructed on or after January 1, 2029, and any public building or State-owned building with an estimated renovation cost of at least $10,000 that requires the issuance of a building permit for the renovation and that is renovated on or after January 1, 2031, must contain and provide access to not less than one powered, height adjustable, adult changing table, installed per the manufacturer's recommendations, in a single occupancy restroom that is universal to gender and available to the public. Adds and changes definitions.

Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Defines "reportable misconduct" as specified sexual and violent misconduct. Requires health professionals and health institutions to report reportable misconduct to the Department of Financial and Professional Regulation. Sets forth provisions concerning time lines for reporting, contents of the report, and confidentiality. Permits the Department to adopt rules to implement, administer, and enforce the reporting requirements, including, but not limited to, rules that define terms and are necessary and appropriate to interpret and implement provisions concerning health professionals and health institutions. Provides that a law enforcement agency shall make a report to the Department within 30 days after opening an investigation into, making an arrest of, or bringing charges of a felony or Class A misdemeanor violation against a person who is licensed or registered by the Department. Provides that the State's Attorney shall report to the Department within 5 days after the conviction for a felony or Class A misdemeanor of a person who is licensed or registered by the Department. Amends the Hospital Licensing Act. Adds reporting requirements for specified serious incidents or events. Creates the Sexual Assault Survivors Fund. Makes changes in provisions concerning the posting of information; reports to the Department; penalties for failure to comply with the Act; and patient protection from abuse. Amends the State Finance Act to make a conforming change. Amends the Illinois Adverse Health Care Events Reporting Law of 2005. Makes changes in provisions concerning the establishment of a reporting system. Amends various Acts pertaining to health professionals and health institutions. Adds the failure to report reportable misconduct to the causes that allow the Department to take disciplinary or non-disciplinary action as deemed appropriate by the Department with regard to a license. Makes conforming and other changes.
