Amends the Code of Criminal Procedure of 1963. Changes the definitions of "harassment" to include, among other actions, doxing, electronic tracking, and nonconsensual creation, dissemination, or threatening the dissemination of electronically generated or digitally altered content pertaining to the petitioner. Requires a county (not just counties with more than 250,000 in population) to provide remote access to a hearing on a protective order to include relevant witnesses besides the petitioner and respondent. Creates additional remedies for the court to grant in a domestic violence order of protection. Requires that any motion to extend a plenary order must be filed on or before the expiration date, and the plenary order remains in effect after filing until its original expiration date or until the motion is presented or heard, whichever is later. Requires a plenary order to be extended if the court finds that since entry of the plenary order there has been no material change in the relevant circumstances as required by law, and an extension of a plenary order may be granted for any fixed period of time or indefinitely until the plenary order is vacated or modified. Provides that if the motion to extend the plenary order is uncontested, petitioner's motion or affidavit stating that there has been no material change in relevant circumstances since entry of the order and stating the reason for the requested extension is sufficient for the court to extend the plenary order for any length of time, including indefinitely. Provides that the court may grant a contested request for an extension of the plenary order for more than 2 years for good cause. Provides that a violation of the original order or a subsequent incident of abuse is not required to grant the extension or determine the length of the extension, and compliance with the original order does not negate the basis or length of the extension. Amends the Illinois Domestic Violence Act of 1986. Makes conforming changes.

Amends the Mobile Home Landlord and Tenant Rights Act. Prohibits a park owner from increasing rent more than 3% per year. Provides that a park owner may adjust rent annually, beginning in 2027, to reflect a percentage equal to the percentage change in the consumer price index-u during the preceding 12-month calendar year that may not be more than a 5% increase in the 3% cap. Provides that the amendatory Act may be referred to as the Mobile Home Tenant Protection Act.
Amends the Illinois Pesticide Act. Requires certified pesticide applicators to give written or email notice 72 hours prior to application of pesticide to schools and parks within half of a mile from the site of application. Provides other notice requirements. Defines terms.
Amends the Environmental Protection Act. Provides that, beginning July 1, 2027, an amount equal to 10 cents of every fee collected for the sale of new or used tires at retail shall be allocated to the Department of Public Health for a grant to the Illinois Lyme Association's Tick Research, Education, and Evaluation project. Increases an extra fee collected for the sale of new or used tires at retail for the Emergency Public Health Fund, beginning July 1, 2027, from 50 cents per tire to 60 cents per tire.
Amends the Illinois Human Rights Act. Provides that it is a civil rights violation under the Act to refuse to lease or rent real property or otherwise discriminate against any person in the terms, conditions, or privileges of a real estate transaction by using an applicant's credit score or credit history as a disqualifying factor if that applicant's source of income includes a local, State, or federal housing subsidy. "Housing subsidy" includes, but is not limited to, housing choice vouchers, permanent supportive housing program placements, or rapid rehousing subsidies. Provides that use of credit scores or history to deny a rental application to a person with a housing subsidy is a violation of the Act as it constitutes a practice that subjects individuals to discrimination based on source of income without a legitimate, nondiscriminatory necessity.
Amends the Rehabilitation of Persons with Disabilities Act. Changes the name of the Illinois School for the Visually Impaired to the Illinois School for the Blind. Makes conforming changes to the Personnel Code, the School Code, the School Safety Drill Act, the Illinois Educational Labor Relations Act, and the MRSA Prevention, Control, and Reporting Act.
Amends the Criminal Code of 2012. Creates the offense of torture. Provides that a person commits torture when that person knowingly and cruelly engages in a course of conduct that torments a victim under the age of 18 years. Provides that proof that a victim suffered physical, mental, or emotional impairment is not an element of the offense. Provides that torture does not include: (1) reasonable parental discipline or (2) any medical examination or procedure that is conducted by a physician, nurse, medical or hospital personnel, parent, or caretaker for purposes and in a manner consistent with reasonable medical standards and care. Provides that a victim under the age of 18 years cannot consent to torture. Provides that torture is a Class X felony. Provides that an offender under the age of 18 years at the time of the commission of the offense shall be sentenced under the provisions of the Unified Code of Corrections concerning the sentencing of individuals under the age of 18 at the time of the commission of an offense. Defines "course of conduct" and "cruelly".
Amends the Governmental Account Audit Act. Provides that, beginning in fiscal year 2027, any governmental unit receiving revenue of less than $1,500,000 (rather than $850,000) in the immediately preceding fiscal year shall, in lieu of causing an annual audit of the accounts of the unit to be made, either (i) cause an audit of the accounts of the unit to be made once every 4 years and file with the Comptroller an annual financial report containing information required by the Comptroller or (ii) file with the Comptroller an annual financial report containing information required by the Comptroller, a copy of which has been provided to each member of that governmental unit's board of elected officials, presented either in person or by a live phone or web connection during a public meeting, and approved by a 3/5 majority vote. Provides that, beginning in fiscal year 2027, governmental units receiving revenue of $1,500,000 or more (rather than $850,000) in the immediately preceding fiscal year shall, in addition to complying with the requirements for audits and audit reports, file with the Comptroller the financial report and immediately make one copy of the audit report and one copy of the financial report a part of its public record as required by the Act. Makes conforming changes. Effective immediately.
Amends the Illinois Freedom to Work Act. Provides that any covenant not to compete or covenant not to solicit entered into after the effective date of the amendatory Act shall not be enforceable with respect to individuals employed by health care facilities as health care professionals in the State regardless of whether an individual is covered by a collective bargaining agreement. Effective immediately.
Amends the Hospital Licensing Act. Provides that a hospital that operates an emergency department shall not use health care kiosks in the hospital's emergency department to assess or determine a patient's medical state, to determine the priority level of a patient's injuries or illness, or to otherwise triage patients. Provides that health care kiosks may be used for data entry of a patient's personal identifying information and billing information in place of paper forms. Amends the University of Illinois Hospital Act to set forth conforming requirements for a University of Illinois Hospital emergency department. Effective January 1, 2027.
