Amends the Sex Offender Registration Act. Provides that a person who is required to register under the Act who is not initially required to register for the period of his or her natural life upon any violation of any of the provisions of the Act shall register for the period of his or her natural life after conviction or adjudication for the violation if not confined to a penal institution, hospital, or other institution or facility, and if confined, for the period of his or her natural life after parole, discharge, or release from any such facility.

Creates the Grow Green Illinois Jobs Act. Provides that notwithstanding the provisions of any other Act, any State agency or unit of local government shall expedite permitting and approval for the siting and location of machinery and equipment used directly in generating electricity using fuel cells, low impact hydro, wind, geothermal resources, biomass, cogeneration, sun or landfill gas as the principal source of power within its jurisdictional or regulatory authority. Provides that in order to receive certification or approval for expedited permitting and approval under the Act, a person proposing to site a renewable energy project in the State shall meet the certain construction standards and conduct certain public workshops. Provides that issuance of a certificate or approval under the Act shall not be construed to preempt jurisdiction of any State agency or unit of local government over matters that are not included in and governed by the certificate, including, but not limited to, employee health and safety, wage and hour or other labor regulations, or other design and operational issues that do not relate to the siting of the renewable energy facilities. Provides that the provisions of the Act shall no longer apply on January 1, 2013 or, if an application for a renewable energy project in the State has been filed before January 1, 2013, until the application has been finally acted upon, whichever is later. Sets forth provisions concerning legislative intent and purpose and definitions. Amends the Counties Code, the Illinois Municipal Code, the Environmental Protection Act to make corresponding changes.

Amends the Safe Pharmaceutical Disposal Act. Provides that any licensed pharmacy may display a container suitable for use as a receptacle for used, expired, or unwanted pharmaceuticals. Provides that these used, expired, or unwanted pharmaceuticals may include unused medication and prescription drugs. Provides that this receptacle shall only permit the deposit of items, and the contents shall be locked and secured. Provides that the container shall be accessible to the public and shall have posted clearly legible signage indicating that expired or unwanted prescription drugs may be disposed of in the receptacle. Provides that the Department of Financial and Professional Regulation shall adopt rules to facilitate the receipt of medication and prescription drugs under these provisions. Effective July 1, 2013.

Creates the Community Services Impact Note Act. Provides that every bill, except those making a direct appropriation, that creates a State mandate on privately owned or operated facilities and community service providers funded through the Department of Human Services for the purpose of serving individuals with developmental disabilities and mental illness, shall have prepared for it prior to second reading in the house of introduction a brief explanatory statement or note that shall include a reliable estimate of the probable impact of its provisions on those facilities and providers and the probable impact that the bill will have upon the Department's annual budget. Provides that these statements or notes shall be known as "community services impact notes". Sets forth provisions concerning the preparation of the written statements by the Department of Human Services, votes on the necessity of community services impact notes, contents of a note, note comments and worksheets, committee appearances, amendments, and confidentiality. Effective immediately.

Amends the Mental Health and Developmental Disabilities Confidentiality Act. Adds the Departments of Corrections and Juvenile Justice to the government officials or agencies to which there can be disclosure of the mental health records of a person who received services or who was evaluated, investigated, or prosecuted pursuant to the Sexually Violent Persons Commitment Act, without the consent of the person or the treatment provider involved. Effective immediately.

Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that the Illinois Transparency and Accountability Portal shall provide direct access to a database of the State's annual workforce characteristics, compensation, and employee mobility, organized searchably by State agency, by job classification, by union, and in aggregate.

Amends the Illinois Public Aid Code. In regard to unlicensed child care providers receiving funds from the Department of Human Services' child care assistance program, requires such providers to, as a condition of eligibility under the program, authorize in writing a Department of State Police and Federal Bureau of Investigation fingerprint-based criminal history record check, a check of the Department of State Police's Statewide Sex Offender Database, and a check of the Department of State Police's Statewide Murderer and Violent Offender Against Youth Database to determine if the child care provider's current address matches that of a convicted felon whether on parole or probation. Provides that the Department of Human Services shall by rule set standards for determining when to disqualify an unlicensed child care provider for payment because the provider's current address matches the address of a person listed in the Law Enforcement Agencies Data System (LEADS). Adds a provision requiring the Department to submit a report to the General Assembly by January 1, 2014 and the year thereafter regarding the Department's compliance with these new investigation requirements.

Amends the Unified Code of Corrections. Provides that as a condition of parole and mandatory supervised release the subject, if convicted for an offense that would qualify the accused as a sex offender under the Sex Offender Registration Act on or after the effective date of the amendatory Act, shall wear an approved electronic monitoring device that has Global Positioning System (GPS) capability for the duration of the person's natural life.

Amends the Unified Code of Corrections. Provides that every person who has been twice convicted in any state or federal court of a felony offense that contains the same element of the intentional or knowing infliction of great bodily harm, permanent disability or permanent disfigurement as the felony offense for which the person is now to be sentenced and the current offense was committed after the 2 prior convictions, shall be adjudged an habitual violent offender. Provides that, except when the death penalty is imposed, anyone adjudged a habitual violent offender shall be sentenced to a term of natural life imprisonment.

Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that all State-owned vehicles that were reported in the Performance Audit of the Department of Central Management Services' Operation of the State Vehicles Fleet released by the Office of the Auditor General in November 2011 to have been driven 7,000 miles or less in Fiscal Year 2010 or that have an odometer reading of 7,000 miles or less are deemed surplus and shall be sold using a competitive sealed bid method of sale on or before July 1, 2012. Provides that proceeds from the sale of those vehicles shall be deposited into the General Revenue Fund. Effective July 1, 2012.
